There is a scarcity of charcoal in
this city at present. Artisans who
are compelled to use charcoal are
forced to have it shipped from
Portland. Wood is plentiful
wjthin a short distance from Al
bany, and a considerable amount
of) it when burned would meet with
a ready sale.
AVni. M. Ho?.g, vice-president of
the Oregon Pacific railroad, re
turned yesterday from San Fran
cisco ard went to Corvallis on a
special train which was in waiting
for him. It is not known what
significance his comikg may have
as to the prospects of resumption
of work on the road.
The anniversary meeting of the
W. C. T. U. helri" at their hall last
evening was most pleasant and
interesting. The proarame, which
has already been published, con
sisted of addresses, essays, recita
tions and music. The meeting
marked the close of the seventh
year of the union's organization.
The public will be pleased to
learn that Wm. Simpson has re
ceived another large invoice of

Preparations for an Active Season's Can
ning by this Enterprising Company.
A Herald reporter visited the
fruit cannery of the Willamette
Packing Company, which is just
now starting up for the coming
season in ttieir new quarters ad
joining Hackleman's third addi
tion to this city.
They have erected a large build
ing for this purpose and have put
in machinery for engaging in the
business on a much more extensive
scale than last year. They have
-stacked up fifteen tons of tin, at
which a dozen hands are now en
gaged in making cans. They will
give employment during the can
ning season to about 40 hands.
The establishment is provided
with a 14-horse power engine and
machinery that will afford a capac
ity of 150 cases of fruit per day.
The pa;k of the season will reach
about 10,000 dozen cans, or 5,000
cases. This will offer a good
market fur fruits and vegetables.
Man- gardeners have planted sev
eral acres to vegetables and small
fruits, which they are growing
under contract for the cannery.
Last season the managers of the
cannery state they experienced no
difficulty in finding a market for
these goods, although there was
less sold in Albanv than in any
other of the Willamette valley
'.owns. This year they have en
gaged nearly their entire pack to
Portland merchants.
This company has opened a de
serving business, which will give
employment to a considerable
number of persons and enlarge our
markets, and have done so without
asking the assistance of anyone.
For their enterprise these gentle
men deserve much credit.

, Astoria, April 9. At a meeting
of the board cf fire delegates of the
Northwestern Firemen's Associa
tion held here to-day the date of
the tournament for 1838 was lixed
to be held at Portland on June 21,
22 and 23, and the following races
were adopted :
Championship race, run 150
yards to hydrant, attach, lay 350
feet of hose, put on pipe, gat wa
ter, take length from cart, replace
second length from hydrant, get
water, time to be called when wa
ter passes pipe second time ; cart
to carry 450 feet of hose with all
couplings made. ,-. In this race it is
supposed that the second length
from the hydrant burst and it was
necessary to shut off . water and re
place it with a sound length.
Wet test, distance 700 feet in all,
500 feet to hydrant, lay 200 feet I
hose, uncouple, screw on pipe, hose

The appointment is said to give

The State Ranks Second or Third in the
Order of its Allowance.
Hon. Binger Hermann writes as
follows to a friend on matters
of interest to Oregon people :
"For one, I am very much de
lighted," he says, ''with the al
lowances made to Oregon for river
and harbor improvements. At no
time in our history as a state have
we ever been so highly favored.
These items in the bill amount to
over $750,000, and the senate will
add enough to swell the allowance
to over $100,000.
"The sum for the Columbia
river jetty is such as will extend
the work far into the sea, and with
a senate increase will enable the
engineer corps to construct a railr
way down the coast eleven miles,
which will facilitate the procuring
and hauling of a superior rock.
"Assuming that $50,000 more
will be added in the senate to the
item for the Cascades canal arid
locks, we can hope for the opening
of navigation at this point with
another equal appropriation, and
do the finishing up in subsequent
allowances. The sum for the Ya
quina jetty, in view of the limited
estimate, is even more than was
anticipated.
"If one looks over the bill, com
pares the aggregate allowances to
Oregon with those of any other
state, I think he will find it to rank
second or tnird in the order of its
amount. Other states have but
one or a few public works for water
ways and they can concentrate,
whereas we in Oregon have many.
When they all appear in the bill
they attract attention, and com
ment and envy follow.
Many members of the house ex
press surprise that a state so re
mote and with a population only
equaling some counties of the East j
should uemaiKl a share ot the sur
surplus revenue so large in pro
portion to the states along the At
lantic seaboard. We have the
Columbia at its mouth, the Cas
cade lo-'ks, the bar below Portland,
the Willamette river, Yaquina bay,
Uinpqua river, Coos bay, Coquille
river (this at two points) the upper
Columbia; and rapidly coming to
to notice as competitors on t lie
same list for improvement, we
have Siuslaw, Tillamook and Ne
halem bays.
"In the line of large appropria
tions I have on the way the new
custom house at Portland, and
have for it a committee allowance J
recommended of $350,000. It is
now on the Calendar, to be called j
up as the first business when the
committee on public buildings has
its day. Then I have the light
house bill for the Umpqua, which
is recommended for $80,000, and
which building will be one of the
finest structures on the coast. The
committee on commerce shudder
to report this, as they aver it is
larger in amount than any yet re
reported this session. They will
most likely, however, report it.
"Looking at. the subject," he
says, "I think it must be conceded
that Oregon fares magnificently
among the states. For what we
(to get we labor hard and contin
uously. When the river and har
bor bill reaches the senate it goes
to a committee where Oregon is
represented by a vigilant senator,
and on the floor of that senate we
have our two senators, who will see
that Oregon shall not suffer.
"The house committee greatly
appreciated the Oregon exhibits of
lumber, wheat, salmon, coal and
wool, which I had on had as I ad
dresed myself to the respective
portions of the state where these
productions are the leading in
dustries and exoorts."

A UMASTLY MSO.
At about 2 o'clock Sunday after
noon Capt. C. A. Carey, master of
the steamer Topsy, while coming
up the -river discovered the body
of a man on a shoal at Kaiser's
rapid, two and a half miles below
Salem.
From papers and .memoranda
found on the body it was learned
that the man's name was Robert
W. Jones, and that he had a broth
er named J. W. Jones, in St. Paul
Minnesota. The only valuables
found on the jierson were, an old
English lever silver watcb,65 cents
in U. S. silver and a few pence in
Canadian coppers. There was also
a N. P. R. R. ticket from Tacoma
to San Francisco, but it lapsed
before the 17th of March. The
person appeared to be a newcomer
in the country. W. A. Matthews,
a boarding house keeper on Liberty
street, recognized the body as. that
of a man who stopped with ' him
early in March. He appeared to
be a religious person, but a Utile
inclined toward insanity. Mrs.
Matthews thought he had consid
erable money with him.

the artery on the right . side was

fatal, was sufficient- to produce
death; that the cut was clean and
made with a sharp or edged in
strument. Wm. fchroder, a saloon keeper,
testified that he recognized the
body as I hat of a man who called
at his saloon' and asked for a glass
of beer, saying that he had no
money, and that it was to be his
last drink. He said that the man
had a wife and two children some
where below Woodburn, and that
he was a school teacher. This was
on the 17th of March, the day a
man was reported to have jumped
off the rsalem bridge and at about 3

man's name was Robert AV. Ross, a
native of Wales, aged about 4:):
that he came to his death by eith
er a cut in the throat or drowning,
and that the jury was unable to
tell whether the deed was by his
own hands or whether he was
murdered and thrown into the
