A republican convention for Linn
county is hereby called to meet atJ
t he court house in Albany on April
4th at 10 a. m. for the purpose of
electing delegates to tne state re
puDiican convention, wnicn con
venes in Portland April 11th, and
for the purpose of placing in nom
ination candidates for the various
county .offices, and to transact such
other business as mav property

THE SILVER QUESl'lu.
Senator Stewart, of Nevada, has
proposed an amendment to the bill
passed by the house of representa
tives, authorizing the secretary of
the treasury to purchase bonds
with the surplus. This amend
ment provides that owners of gold
and silver bullion may deposit the
same in the mints and assay offices
of the United States and receive
certificates thertfjr, gold to be re
ceived at the pusent standard
value and silver at its murket
value. These certificates are to be
redeemeed in gold or silver coin at
the option of tlie government, and
.are to be a legal tender for all
dues. The bullion deposited is to
be parted and refined lor the same
charges that are now imposed on
gold in preparing that metal for
coinage. To prevent s;lver going
above par, it is provided in the
amendment that no more shall be
paid for silver than $1 for 412
grains of standard silver.
The effect of the adoption of this
-amendment will be to increase the
market price of silver bullion.
The law of supply and demand
will inevitably produce this result,
at least within certain limits, for
the demand is practically unlim
ited, and the supply is not. Hence
the price will appreciate. Any
holder of silver bullion in the
United States can get the market
rate at once by taking his bullion
to the mint, consequently he will
not be anxious to sell it until it
reaches a figure which will give
him a profit on its production or
purchase price, and the natural
effect will be to urge silver upward.
The only danger arising from it
is asserted to be the great influx ( f
silver from foreign countries, espe
cially the orient which has been
denominate! the great absorber of

silver. It is thought that such a
measure if adopted might attract
the unknown quantity of silver
bullion in that country from its
hiding place and flood the market,
causing a depreciation in value.
This bugbear, however, exists only !
in the imaginative minds of those
who are anxious for selfish ends to
establish a gold standard only. Of
course the amendment would be
an experiment, but without doubt
it is an experiment that is worth
trying.
Albany- and Linn county forms
an important factor in the make
up of the state of Oregon, and

other matters. At the approach
ing republican state convention
this city will be modest in her de
mands, and will claim only the
prosecuting attorney. If the nom
ination for district attorney fur the
3d district should fall to H. U.
Hewitt, the district will secure the
services of an accomplished and
thoroughly competent official and
Albany will be well pleased with
the honor given to a worthy and
esteemed citizen.
The wonderful boy pianist, Josef j
Hofmann, is soon to go back to'
Germany to resume his musical !
studies in Berlin. Litigation with i
parties who were bringing him out j
in his public performances, will
hinder any future appearance in !
this country or in Europe for some
time to come.
COAST IMPROVEMENTS, g,
Oregon owes no special thanks to
congress for the appropriations
made for river ai d harbo- improve
ments. The state is entitled to all
the money that has been voted bv
this committee and to more. Ore-
go 1 has been slighted and neglect
i in p 1st years, and the sums 1 ow
appropriated are not up to the
measure of he- rights. It is a sort
of campaign taffy in aid of the
ad ninistration, to rebound to tl e
benefit of President Cleveland in
the coming campaign, but will
nsither deceive nor lure our peo
ple. No especial thanks are due
to one who pays only fifty ' cents
when a dollar is the just demand.

President Carxot, of the French
republic in spite of the adverse
circumstances and conditions at
tending his assuming the reins of
government in that country, seems
to be grasping the situation with
intuitive iudgnient and
fully managing the discordant
elements surrounding him, and
establishing order and a quiet ad
ministration of governmental
affairs. Perhaps as significant
and wholesome an act as has
characterized the new regime, was
the retiring of the
warrior, Gen. Boulanger, who suc
ceeded in kicking up more dust
and disquiet than any other little
man in Europe. It is to be hoped
that the sentence of retirement,1
which President Carnot approved
with his signature, will succeed m
sending the bombastic disturber of
the pea.e of Europe into final
obscurity.
Jay Gould recently replied to a
Tribune reporter that behind the
effort to have him indicted for
gobbling up the railroad stcwk of
the Denver Pacific trust, was "a
newspaper, a cable company and a
woman." There is certainly
nothing original in the latter part
of his accusation, as the gentleman
who was placed in that first garden
we read about, started that sort of
a defense quite a number of yea-s
ago. Alas. Door Eve.
The international meeting o!
women who favor universal
suffrage, which has been in session
in Washington, has bten one full
of interest, and attended by women
of eminent ability from both this
country and Europe.
