THE PROTECTION QUESTION.
The consideration of protection
in our tariff matters, or rather
whether we shall raise the means
of carrying on our national govern
ment by a revenue tariff or In
direct taxation, for any tariff means
protection, must be met.
Perhaps it is just as well to
view the subject on the humorous
side as well as any way, for as the
Judge says, in all political discus
sions much pulp surrounds the
kernel of the question, a very bulk
of amplitude and excessive in its
abundance. This, perh?ps by its
very conspicuity, prevents abso
lute oversight of the vital princi
ple it envelopes and is intended to
shelter. The essence of a political
proposition thus hidden in the
ponderousness of discussion is like
an apple, for an illustration, with
its round red, waterproof jacket,
its tightly-packed globe of crystals
and juices, and its surrounding at
mosphere of perfume ; yet is all
this snug packing or sunshine, all
this alchemy of root aud sap, this l
night and day chemistry of blos
soms and leaves, waving their
pearly and green fans in the
selected air is this solely for the
toothsome pleasure of the eater?
Partly, and partly only. This
girth of nutrition is nature's pro
tection wrapped around the seed,
and the savior of its life. This
sphere that rolls down the hillside
to new ground is helped in its
babyhood by this guardianship till
it can feed on the coarser soil and
has strength to struggle with sur
rounding and aggressive growth.
Even the elm, robust and stalwart
as it is, equips its progeny with
leafy wings, and sends them off on
the winds with little haversacks of
food and a canteen of fl rid to feed
their earlier life. Nature every
where anil always gives the first
lesson in protection, and inexora
bly executes the law that the
'weakest, or the least wary, must
Igo to the wall. The farmer who
fences his fields; the householder
who guards his docryard; the
nation tiiat fortifies its coast, are
protectionists. Protection is selfish
ness. In the individual it is taking
care of number one. In a govern
ment it is caring for millions of
,nuniber ones. A competitive
'struggle of people is like a com
petitive struggle f persons. The
largest amount of capital, com
bined with the largest amount or
available labor, without the inter- i
position of any construction (such
as a tariff), will win. If a laborer
without tools engages to move by
the handful, for a certain sum, a
given quantity of earth, he wiil
fail as to time and compensation if

wheelbarrow and a shovel. The
tools are capital with labor; the
bare hand is labor alone. Euro
pean manufacturers have the
double advantage of cheaper cap- j
ital and cheaper labor, lhey are j

challenge any contestant. Eng
land has been trained under a pro
tective tariff for three hundred
years, until its capital of brawn
und its abundant muscle of plenti
ful workers enable it successfully
to contend against any weakling.
It should be remembered that all
real values depend on labor. The
scarcer the labor, or the better
paid, the higher the cost of produc
tion. The pinch of cotton-seed
dropped in the soil is next to val
ueless. The many times cultivated
plant costs labor; the picking is
labor ; the ginning out the seed is
labor ; the pressed bale is labor ;
the carload is labor it goes over
railroads built by labor and is
pushed on rails the iron ore ot
which was worthless in the soil till
worked and rolled hy labor ; the
spun yarn is labor ; the woven
fabric and its ornamentation and
transfer to marker, are all but steps
of labor." So that from nothing, or

increased wo- th. If all this labor
be abject and poorly paid, so
poorly paid that it is halt starved
and half clothed, these values are
the less. The question for the
American people is, do we want
such? Do we need such cheap
woolens that they will shut our
own factories and drive the sheep
from the farms? Do we want a
policy for the betterment of the
European manufacturers, to the
closing of our own mills, and by
this closing turn into the already
full ranks of labor such a surplus-
of unemployed as will lower
along the line, and in almost
! every calling the wages o? other
workers ?
It perhaps will not be uninter
esting to those who opposed the
amendment, changing the time of
holding the election in this state,
to note the fact that special efforts
are already being directed to our
approaching election from all parts
of the country, to control it as an
influence on the presidential elec
tion, it being the first election of
the year. The intensely demo
cratic Alta says that "if the re
publicans win the June election in
Oregon, the Dutch will have taken
Holland again, but if the demo
crats win it will be a clear gain."
If our election occurred upon the
same day that nearly all tne states
now hold their election, the chance
for undue-influence would be lost;
but the voters of Oregon said no,
and so we are fair game for the
plotters.
San Francisco did not get the
democratic national convention
buc had to yield the prize to St.
Louis, but she can now compla
cently stand by and view Chicago
and St. Louis call each other names.
