ALB ANTS NEED.
It is the business of a prudent
man to thoroughly understand the
situation and surroundings of his
avocation both present and pros
pective, and be prepared at all
tims to meet the requirements of
the case. He must not only be
active and energetic in the driving
of his husiue"ss, but he must be
alert and quick in discerning its
necessities and fearless and prompt
in executing measures to meet
them.
Our city has entered upon an
era of growth and prosperity that
is both satisfactory and praise
worthy, and evinces the acumen
and. foresight of our . business men
in inaugurating and developing it.
It has attracted many men to
locate with us and many thrifty
and industrious mechanics to seek
employment and a pexmanent
location.
'The sound of the hammer and
the saw is making pleasant music
in the ears of those who delight in
prosperity and growth. But the
question. arises, how long will this
condition of affairs last? Will not
the building of dwelling and busi
ness houses come to , an end, and.
what .prospect for mechanics will
there be when the building boom
is over? .Will a stagnation then
be allowed to fall over the progress
pi the city, . and . those who have
'pome here to locate be obliged to
seek other quarters? Certainly no
such" outcome of our present pros
perous boom should be allowed,
and.there is no occasion for it.
There are many different man
ufacturing ventures, that can be
entered into that will give a per
manence to oar present conditions
of growth, and create employment
for all that ars row here as well as
many more that may come, and it
only needs push and enterprise on
t'e part of 6ur citizens to estab
lish these enterprises. The only
question is, shall it be accom
plished? Shall the business activ
ity ' that has been so successfully
commenced be made permanent
and continuously enlarged ?
These are pertinent questions
that the men of means in Albany
must meet and answer for them
selves, and on their answer de
pends the future. The railroad
work will soon move on and estab
lish building bases farther east.
Indeed, practicality, that is almost
accomplished already, and outside
of the erection and operation of
the shops here the season of activ
ity is over. IS'ow then, gentlemen,
show the same foresight and en
ergy in bringing out manufactur
ing interests that was exhibited in
inducing the railroad work and
influence here.
Lately a number of our citizens
have been mooting the question of
a tannery, and in its connection a
boot and shoe factory. Without
doubt such manufactures would
be paying institutions and could
be started without the immense
outlay of capital that some other
industries require. There is no
industry, however, dial meets
with success in similar countries
but what would be eminently suc
cessful here, as our facilities are
really unsurpassed.
EDITORIAL NOTES.

The -Washington territory
supreme court' has decided that
the local option law, lately
adopted in that territory, is uncon
stitutional. Coal has become such a scarce
article in San Francisco that carts
camp on the wharf for eight or ten
days before a coal steamer is ex
pected in, for the purpose of being
on time to get in first on the cargo.
On the efficacy of vaccination, as
a. preventive of smallpox, there
remains no doubt in the minds of
observing people,, still there are
very many who object to it. The
success of the anti-vaccinationists
is aptly shown by the results in
Zurich, Switzerland, where, for a
number of years, until 18S3, a com
pulsory vaccination law obtained,
and smallpox was wholly pre
vented not a single case occurred
in 1832. This result was seized
upon in the following year by the
anti-vaccinationists, and used
against the necessity for any such
law, and it seems they had suffi
cient influence to cause its repeal.
The death returns for that year
(18S3) showed that for every 'J ,000
deaths, two were caused by small
pox ; in 1884, there were three ; in
1885, seventeen; and in the first
quarter of 1886, eighty-five. Such
an array of figures as these would
indicate that the opposers of vac
cination had very slim grounds
upon which to base their opposi
tion. A postal union has been con
summated for the whole of North
America, so that a letter may be
sent from any postoffice in the
United states to any postoffice in
British North Ameiica or Mexico,
and at the same rate of postage as
that paid between points in the
United States.
At last congr: ;s is likely to pass
the bill giving a pension to Mrs.
John A. Logan. It is humiliating
to the country that so much time
has been used and noise made over
the matter that should have been
settled at once and without a dis
senting vote.
