EDITORIAL NOTES.
The Chronicle is of the opinion
that those who have inclined to the
belief that the capital stock of the
Western Union Telegraph company
represents a large amount of water
will be surprised to learn from the
resident oi the company that the
lines could not be duplicated for
the amount oi" the capitalization.
There has been an impression
abroad that the Western Union
h.is been earning dividends on a
large fictitious capital, but the peo
ple have not made the mistake of
assuming that congress wiil try
to squeeze the water out of the
stock it in their wisdom they de
cide to establish a postal telegraph
system and conclude to buy the1
Western Union lines to start it.
A suggestion from the national
board of trade, upon the surirage
question, if adopted may lead to
some good results in curbing the
irresponsible foreign vote. It is to
the effect that no foreigner be ad
mitted to naturalization who does
not display in the court to which
he applies for citizenship a!
certificate from the customs officer, j
setting forth the date of his arrival, j
the place oi entry into this coun-i
try, the port from which he de-1
parted for this country, the place;
of his nativity and the country he I
immigrated from. I

The urgent appeals oi President
Cleveland and his predictions of
disasters in store for the country,
as set forth in his message, does
not seem to iniluence democratic
members of congress very material

posing to reform the tariif have
emanated from the republican side

THAT LEASE.
It Till be remembered that dur
ing the session of the last legisla
ture. Portland people, including
the newspapers of that city were
clamoring for the bill to give the
O. R. & N. railroad the power to
lease to the Union Pacific. Well
the bill was passed in accordance
with the wishes of Portland.
. Now however it is discovered
that Portland don't want the lea:-e
consummated and so an extra ses
sion of the legislature is to be
asked for to repeal the act. The
real objection to the bill is said to
be contained in these words : "Pro
vided, that nothing in this act
shall be construed to authorize the
leasing of any railroad line to any
company or corporation owning a
road which forms a competing or
parallel line to its railroad."
Comment is unnecessary. The
city of Portland wants ' now to
place the whole in the hands of
the Northern Pacific, and these
words very appropriately placed
in the law hinders the Iea.se being
consummated to that road. Hence
the clamor. Poitland may wan!
an extra session but Oregon does
not.
The democratic national presi
dential convention will undoubted
ly be held in New York city, ac
cording to the wishes of President
Cleveland, which indicates that
Cleveland has the inside track and
wili be nominated. However, it
d.-es not follow that he will be re
elected. The proprietor oi Leland's hotel
