NIHILISTIC PLOTS.
The original birth place of ni-
hilistic plots, and the hotbed for
tneir present loment ana growth,
is Kussia, 'and they continue to
rapidly germinate and develop,
and with ripened fruit decorate the
gallows or furnish hopeless
workers for Siberian mines.
li
Onty last week the London ad
vices furnished the details of a
fresh attempt upon the life of the
czar, and it is probably only a
question of time when he, too, will
fall a victim of the deadly bomb
and give place to another czar just
as unreasoning ami despotic as
himself. For no matter how sevei e
may be the punishment meted out
to these nihilists, or how efficient
the police system iri ferreting out
their plots before they are con
summated, new ones step in and
take the places of the condemned
ones and continue the work of
death and destruction.
That su?h a s a e of affairs is
possible is owing to the fact that a
dominant faction of the people of
that country really sympathize
with the objects of the nihilists,
although not sanctioning their
methods or associating with them
or countenancing their work.
The day of autocratic and des
potic governments has passed, and
it is but a mark of senility upon
the part of the Russian emperor
not to recognize that fact and act
upon it.
The Chronicle sums it up very
truthfully when it says: "When
it is considered that, the czai
miht, with one stroke of his pen.
hi-.d niiicli ol ll.e discontent which
is so rife among his subjects, by
jriving the ccuntrv constitutional
guarantees for its liberty, and that
a strict enforcement of lav would
, summon to his side main- who
now are apathetic and hopeless for
the future of Kussia. his bliudness
and stupidity seem amazing, lit
must certainly know by this thus
that no people of the present da;
will accept willingly the dictum it"
any man in place of settled law.
His own personal experience must
have convinced Www that despot
ism is an anachronism, and that
autocracy is not suited to the age
in which he lives ; and yet he per
sists in trying to rule without any
Liw but las own pleasure. He is
simply provoking bis m e. The
nihilists will persevere in t heir
piots until tiiey kill him, and b;s
blood will he n his own head for
not yielding to the just demands
01 nis people lor that measure
of liberty nude" 1 v which is the
birthright of eve .. human being."
