A Chat With Mr. Allen About the Haw
Lights ior Albany.
The first installment of wire for
N. H. Allen's electric lights about
four miles for the big arc 6treet
lights has been received. Mr.
Allen in conversation with a Her
ald reporter last-evening i&id- that
the other machinery will be due in
a few day9.
"It will take," he said, -'about
four weeks after all the jnachinery
is here to get the plants together
and the lights going. An expert
wiil be employed for this purpose,
and we will lose no time in doing
this."
"Will the lights run all night,
and about what will the charge be,"
was asked.
'The lights will run all night
as long as it is dark. As to the
charges," Mr. Allen replied, "I
cannot now make a defininite rate,
but it will be as low as any city in
the state has, and I think Albany
will have as good if not a better
system than any in Oregon. I
carefully studied "the question be
fore finally selecting these lights,
and am confident that Albany will
not be disappointed in them.
There will be two separate plants,
ihe improved Schuyler arc system,
with lamps of 2000 candle power lor
street purposes, and the Heisiar in
candescent system with lamps of
20 to 500 candle power for public
buildings and residences."
"Yes,'- he replied to another
question, "it costs a modest little
fortune for the undertaking, about
$1-,000, but I apprehend the city
will not be backward about patron
izing it, and will meet the enter
prise half-way.
"About what date will the lights
be ready to run?"
"This will depend somewhat up
on whether or nut the weather is
favorable for working. The ma

cayed by storms and consentient
railroad delays, and the lights will

Mount Hood smoking Again.
Yesterday the tim-worii . Ktn. k
phrase. "M"t. Hood is smoking,"
was revived, savs the Ore-onian .!
A resident ot the western part of
the city arose at 5 :30 a', m., and
looking toward Mt. Hood, saw
smoke issuing from it. It was
genuine black smoke, mixed with
flashes of light such as are seen at
Mt. Etna, during an eruption. Not
onteat with witnessing the phen
omenon, the individual felt it was
his province to relate what he had
seen and alann people. The
"smoke" lasted about half an lnur,'
and was noticed by many people
of Portland and residents of the
Willamette valley. This phenom
enon has been "written to death,"
but the most reasonable theory is'
that the "smoke" is a cloud of
vapor, condensing as it passed over
the mountain.

at about $20,000, had only about
$2000 insurance on it. Consider
able of the cargo saved has since
been stolen, and the losses of ship
pers will be heavy. Mr. Col Well
io expected soon to take charge of
the wreck. It is understood that
the Yaquina City was under bonds
for the value of a schooner she ran
down last summar.
Local Teachers' Institute.
On Saturday, January 2S, a local
teachers' institute will be held in
Shedd, to which all teachers and
those interested in public schools
are invited to be present and par
ticipate. Work will be commenced
on Friday evening and. continue;
