THE RAILROAD COMPETITION
. Much has been said of late in
reference to the competition of the
Canadian. Pacific railroad, some
even going so far as to say that
congress should take the matter in
hand and "regulate" the traffic
over outside routes. Perhaps the
Kansas City Times hits this matter
on the head about as fair as any
one who has indulged in writing it
up. It says: "A great lice and
cry has been raised because of con
tinental lines, and now it is said a
billisto be introduced in congress o
shut out Canadian competition.
In other words, shippers and buy
ers are to be deprived of the bene
fit of low rates to build up a railroad
monopoly, just as our merchant
marine was destroyed to foster a
ship-building monopoly,. Ihe
reasons urged for the bill are thtit

juration in the sense that Ameri
can railroads are, but was built by
the dominion government, is run
by the government, and receives
subsidies from both Canada and
Great Britain. Well, suppose it is.
Mas the United States government
become so paternal that it is will
ing to build transcontinental rail
roads, give them enough land for a
kingdom, make millionaires of a
few men, and then deprive shippers
and consumers of the benefit of
competition to further enrich the
corporations it created? Is the
United States ready not only to
build railroads but to take care of
them. The Northern Pacific was
built by the government for the
purpose of competition. Did it
compete? By no means. Its first
act was to pool issues with its
Southern rivals to maintain exor
bitant rates and oppress shippers.
The exactions of these creatures of
the government are too well known
to be mentioned, but as soon as a
competitor step3 in and offer.-
cheap transportation they run to
uate their nsury. Is if protecting
home industry to shut out a foreign
competitor, th:it is a blessing to
the people, in or.lr to protect
Lome monopoly? Must the people
TV deprived of the benefits of
cheap transportation because a
foreign railroad is carrying mer
chandise cheijer than our trans
continental lines say they can
afford to? Tae proposed bill is
wrong in principle ; it is contrary
to the spirit of American institu
tions. The government is inn for
the people and not for corporations,
and congreFS has no right to enrich
or protect anv corporation at the
expense of the people. It is carry
ing protection a little to far. The
fact of the matter is that, call the
Canadian Pacific all the hard
names we may, the people are
getting the beuerit of low rates,
and the transcontinental ool, now
called a traffic agreement to main
tain rates, is attempting to deprive
the people of the benefit of them
through government interference.
We believe that the government
has more important functions than
the protection of railroad rates."
DEBTS OF HOXUR.
There exists a curious custom
anions men, which makes it oblig
atory to immediately meet what is
called" 'debts of h onor , " w h i le obi iga
tions entered into with the tailor or
grocer for the actual necessities of
life are perhaps pushed off to the
very verge of legal collection.
When It is remembered that
these so-called debts of honor are
almost invariably contracted at the
gaming table, the anomality oi the
situation is apparent. It is odd
that these peculiar debts should
alone have the monopoly of the
word honor. The tradesman who
has supplied his customers with a
quid pro quo has a right to have
his account discharged. It may be
fairly said that the tradesman who
gives credit with his eyes open has
his legal remedy and can issue a
summons, whereas gambling debt
are illegal. This is certainly the
law, but its practical working is
sometimes curious. Debts of
honor are paid at once, for a gen
tleman dreads losing caste; but
the tradesman only sets his legai
remedy in force when he finds out j
that the credit of his debtor is j
almost gone. He is also hampered j
with the knowledge that any un
due pressure will do more harm
than good and drive away mauy
profitable crsiomers.

rect this absurdly unjust custom.
A law, backed by public opinion,
might, we think, insist that-any
one receiving a gambling debt
before the legal ones were paid
should be obliged to refund the
money to its rightful owners i. e.,
the legal creditors. This.of course,
would entail many difficulties
about proofs, limits of time, trus
tees, etc., which it is not in our
province to enter into; but we
believe, if this were found possi
ble to do that the two kinds of
debts might possibly share the
name of debts of honor. Then
collaterally it might have a bene
ficial effect in reducing gambling
to its ultimate limits, namely, the
limits of surplus cash.
