The People of the City ot Coquille
do ordain as follows:
S e c t i o n i . It shall be un
lawful for any person or persons
to deal, play, carry on, open or
cause to be opened or conduct
ed, either ;.s owner or employee
whether for hire 1 r r.ot, orpiay
or bet at, in or against any
game of faro, monte, roulette,
rouge et-noir, la-qtv.net, rondo,
vigt-un (or twenty-one.) poker,
draw-poker, bragg, bluff, :haw,
or any hanking or any other
game played with cards, dice,
or any other device, whether
the same be played for money,
cbecks, credits, or any other
representative of value, within
the • limits of the City of Co
quille.
S ec . 2. It shall be unlaw
ful for any person to act as
lookout, door-keeper or game-
keeper for any game of faro,
roulette, rouge-et-noir, lasque-
uet, rondo, vigt-un (or twenty-
one), poker, draw-poker, bragg
bluff, thaw, or any banking or
any other game played with
cards, dice, or any other device
whether the same be for money,
checks, credit, or any other
representative of value, within
the corporate limits of the City
of Coquille.
S ec . 3. It shall be unlaw
ful for any person ro visit any
room or rooms within the cor
porate limits of the City of Co
quille, where any of the games
mentioned and enumerated in
Sections 1 aud 2 are being
played, conducted or carried
on, for money, checks, credit
or any other representative- of
value.
S ec . 4. It shall be unlaw
ful for any persou to keep or
exhibit any gambling table, de
vice or apparatus, or conduct,
keep or carry on any gambling
establishment, or any room or
place for the practice of gambl
ing or playing games of chance
for money or other representa
tive of value, with cards, dice
or other device, within the cor
porate limits of the City of Co
quille.
S e c . s , It shall be unlaw
ful for any person to suffer or
permit any of the acts nr things
forbidden by or made punish
able by this ordinadee to be
done or carried on in any house,
room, or shop, or other build
ing whatsoever, or any boat,
booth, garden, or other place
.of which he is in possession or
is the owner, or to the posses
sion of which he is entitled,
within the corporate limits of
the City of Coquille
S ec 6. It shall be the duty
of the police, including city
marshal, night watchman, and
all officers especially or tempor
arily appointed to perform the
duties of these officers, of the
City oi Coquille to seize aud
safely keep all chips, checks,
cards, dice, boxes, tables,boards
and all other articles used or
pertaining to the games men
tioned and set forth in Sections
1 and 2, and to produce the
same in court, and to be.re
tained until final disposition of
any case in which said articles
may be required as evidence,
to be then destroyed by order
of the Recorder before whom
such case is heard.
S e c . 7.
It shall be the es
pecial duty of each city attor
ney, city marshal, city night-
watchman, and all other-city
peace officers, including all of
ficers especially or temporarily
appointed to perform the duties
of these officers, to inform
against and diligently prosecute
any and all persons whom they
shall have reasonable cause to
believe guilty oi a violation of
the provisions of this ordi
nance.
S ec . 8. Any officer named
in the preceeding section who
shall refuse or willfully neglect
to inform against and prosecute
offenders against this ordinance
shall also be deemed guilty of a
misdemeanor, and on convic
tion thereof, shall be punished
as hereinafter provided, and in
addition to the penalty herein
after provided for the Record
er’s court before which such
officer shall be tried, shall de
clare the office or appointment
held by such officer vacant for
the balance of the term.
S e c . 9. Any person or per
sons who shall violate any of
the provisions of this ordinance
shall be deemed guilty of a mis
demeanor, and upon convic-
thereof before the Recorder’s
court, shall be punished by a
fine of not less than Twenty-
five dollars nor more than One
Hundred dollars, or by impris
onment in the city jail not to

exceed fifty days, or by both
such fine and imprisonment.
The foregoing ordinance was duly
adopted by the Common Council of
the City of Coquille on the 7th day
of March, 1904.

Isthmian Prospects.
Although Colombia and the new
ly formed Republic of Panama have
made considerable noise in the
world of late, intriusically, under
whatever names the fortunes of
revolution have designated, they
have so far counted for little in the
world’s practical affairs.
Mainly
from a physical point of view there
is much good reason for this, and
now from changed political fortunes
there is equall) good promise of a
marvelous change for the better.
From typographical causes, with
out doubt the Isthmus of Panama
is one of the most undesirable
places to live on the face of the
globe; and except that it offers fa
cilities for the close linking of the
commercial interacts of two hemi
spheres it is a fair assumption that
its changiDg autonomy would be of
comparatively slight interest to civ
ilized nations at the present time.
Nature revels in such strength of
exuberance on tbis narrow strip of
land which connects the two West
ern continents that civilization finds
no adequate reward along the lines
of usual extension. Opportunities
for intensive effort in agriculture,
commerce or manufacture are al
most entirely lacking or are largely
negatived by prevailing physical
conditions, which encourage the
most virulent diseases that plague
mankind.
Smallpox, malignant
malaria, yellow fever,— these are all
common, with the appearance now
and again of diseases peculiar to
Asiatic peoples, as the bubonic
plague, leprosy aud cholera.
These lacts have given to the
Isthmus and adjacent territory an
immigrant population peculiar unto
itself.
Underlying all civilized
progress thus1 far in this region is
the element of adventure dependent
upon variant political fortunes, and
the efficacy of schemo and intrigue,
rather than legitimate industrial
and commercial pursuits. Private
ambition has been the dominant
force behind every movement of a
political character, and wherever
men have been gathered together in
considerable communities, absence
of public spirit has made this un
healthy and undesirable region even
more irksome as an abiding place.
In oither of the cities of consequence,
abominable sanitation addB to the
moral effectivnees of prevailing
disease.
As affairs have now shaped, there
is every assurance that a wonderful
change is about to be wrought.
The building of the Isthmian water
way through American agency will,
as in Cuba and the Philippines,
create an American atmosphere.
There will follow knowledge of the
American method of doing things,
and appreciation of the benefits that
will accrue therefrom. There was
something done by the Frenchman
when he was digging the inter-
oceanic ditch. Hospitals were erect
ed for the exclusive treatment of
the laborers in the employ of the
French company, but with these
came extensive graveyards.
The
world is familsar with the assertion
that the Panama railroad cost a hu
man life for every tie, but it is safe
to say that in the canal work now
in contemplation American intelli
gence will avoid such fearful mor
tality. Admiral Walker, president
of the Canal Commission, has given
assurance but recently on that score.
With the inauguration of canal
construction, the people of the Isth
mus should realize the dawning of
a new era in all matters that pertain
to the political and material welfare
of that region. Except for Colom-
bia, temporarily in the sulks, there
is, without doubt, appreciation that
their future is largely within the
direction of their great North
American neighbor, and that their
faces are finally turned from the
night of wretchedness and misrule
to the dawning promise of modern
achievement, through honesty, thrift
and enterprise.— Evening Telegram.
Save the Elk.
Attention to the ruthless slaugh
ter of elk in the Olympio peninsula,
is being called none too early, and
it is gratifying to know that drastic
measures are to be taken to sup
press the evil. While the Order of
Elks has a decided interest in the
preservation of this noble game, it
is unfortunately true that the use of
elk teeth as badges, has stimulated
the wholesale destruction of elk
simply for the sake of the teeth
which could be obtaiued, and for
which fancy prices would be paid.
The Tacoma Lodge of the order is
entitled to commendation in its offer
to not only assist in policing the
Olympic region, but in pledging it
self to use no more elk teeth as em
blems of the order, until the slaugh
ter for the sake of the teeth shall be
stopped. Thin action should receive
the co-operation of all other lodges
of the order, especially in this state.
