A Praciical Case in Point.
That was a rather significant in­
terview with the agent-of the Cali­
fornia & Oregon Coast Steamship
company which was published in
The Journal yesterday. It took up
the question which has recently
been agitated in this paper of why
with all the advantages of contiguity
in our favor nearly all the trade of
the Coos bay soction went to San
Francisco rather than to Portland.
It made very plain the fact that it
was duo to two circumstances. First,
the country was being developed
by San Francisco capital, and sec­
ond, very little of what the Coos hay
country had to sell was brought to
Portland. This is an explanation
that really explains.
As it happens one of the most
important of all the Coos hay ex­
ports is coal. We are told this coal
is o f good quality and quite equal
to much for Which a fancy price is
now being paid in Portland. Coal
is an important factor to our well
being and each year it is growing
more so. If the Coos bay coal
meets the requirements its develop­
ment will be a distinct benefit to the
state. It is likewise certain that as
a matter of state pride we should
not be above using it upon equal
terms with coal brought from points
outside the state. There is an ele­
ment of reciprocity in all these
things. We send considerable in
tho way of merchandise to Coos hay
but we take little in return. Why
should not the board of trade ap­
point a committee to make a little
practical study of this question?
If the Coos bay coal were brought
here in considerable quantities and
sold it seems self-evident that our
relations would immediately become
closer. It would mean, too, that
better means of communication
would soon be established and that
would lead to better roads, the con­
dition of which now, too often, is
almost impassable during the winter
months.

as these for it is the accumulation
of them which means the extension
of Portlanl’s trade which is at the
basis of Portland’s growth and
prosperity.— Portland Journal.
The Life of a Russian Soldier.
Martiu Markason, formerly an
officer in the Russian army, gives
this interesting glimpse of the life
of the soldier of the Czar:
“ In Russia the land is nearly all
owned by monopoly of barons and
the mines are owned by the govern­
ment and a farmer would consider
himself very luokv if he owned from
one to ten acres of land. The poor
farmers, both men and women,
work from daylight till dark for
from about 25 to 50 cents a day and
the farm worker who does not own
any land is very fortunate if he
gets a share of the crop and* a
small amount of cash.
The farm
workers have no stated hours of
labor, but arc compelled to work
as long as the foreman wishes them
to. They are compelled to work
upon the land of tho priests free
of charpe and mast donate anything
that they possess upon request.
They believe that the Czar is the
god of the land.
“ When one considers that in the
Russian Army a private draws but
90 cents a quarter, a corporal $1.10,
a sergoant $4.50 and a first ser­
geant about $25 a year, one can
easily imagine what tho officers
get. Out of this money the men
must keep their shoes polished and
their clothes neat.
I f they have
any more money at all thoy must
get it from home.
“The rations consist of two meals
a day. The men are allowed three
pounds of black rye bread a day
and one-half pound of meat and
one quart of soup. In the evening
all that they get is mush.
The
bread is issued for five or ten days
ahead and if the soldier has any loft
he takes it into the market and sells
it. Tho only hope that the soldier
has of increasing his income is by
working for the land barons during
harvest time, when they aro often
detailed by the government to do
tho work.
For this service they
are allowed about 50 cents a day.

from the fact that they aro jealous
of the prosperity of that race.” —
