The latest postal laws are that
the publisher can arrest anyone for
fraud who takes a paper acd re
fuses to pay for it. Under the law,
the man who lets bis subscription
run along for some time unpaid and
then leaves orders for it’s discontin
uance leaves bim liable to arrest and
fine the same as theft.
It will be
seen that many disputed points are
disposed of by that decision, which
is certainly just.
If a subscriber
does not want to renew bis sub
scription, let him notify the pub
lisher.
The seeond decision given
here will be a surprise to some pub
lishers who believe that they roust
stop a delinquint subscriber if or
dered to. The delinquint must pay
up if be wishes to discontinue his
subscription. Otherwise he is held
responsible for it us long as the
paper is being sent to him, whether
he takes it from the post-office or

ceived a shot in the knee from a
pistol in bis wife's hands and the
lady also received a flesh wonnd in
the knee, neither wonnd being ser
ious.
It is understood ibat the two
were struggling for possession o f
the guu when the shots were fired.
The mutter is not likely to get in
to court.
Believe It was a Volcano.
Vitoria, A pail 30—The town of
Frank is being deserted by the in
habitants. Ominious sounds are
emitting from the mountain,’and all
fear a repetition of the eruption.
The reports are unanimous that the
disaster was due to an earthquake
or volcano. The whole top of the
mountain seems to have been blown
off.
The town was completely over
whelmed. Full rows of houses are
ruined, Rescue parties are still
working and mounted police are
hurrying to the scene. The rail
road tarck is ruined for miles and
the mine and buildings are demol
ished.
Montreal, April 30.— Canadian
Pacific officials gave out a statement
today that the Frank disaster was
caused by au immense land slide,
a water way being cut.
The loss of life is not known.
Thirty miners are believed to be
entombed and efforts are being
made to liberate them or recover
the bodies. Additional slides a
feared.
