lation exists to no unimportant de
gree in the United States is patent
to the most casual investigation of
political ethics.
The constitution of the United
States, itself, voices in the preamble
the idea of direct legislation by its
subjects when it declares that “ We
the people, do ordain nnd estab
lish” the fundamental principles
upon which all legislative enactments
are to be based, but it failed in
efficiency by delegating its highest
powers to officials, thereby curtail
ing the rights of the people, with
whom, in accordance with its own
declaration of rights, lies the sov
ereignty of its dependants.
In many of the states the orgnn-
nization known as the “ town meet
ings” exemplifies the practicability
of referring to the citizens of a
limited extent of territory the
power to transact governmental af-
airs in accordance with purely dem
ocratic principles. Constitutional
amendments go to the people for
a vote in nearly all the states. Mu
nicipal legislation in most cities aud
towns is reserved for approval or
rejection by their citizens. Thus in
state, city, county, etc., may be
found trnces of the Referendum,
but in many instances so connected
