envoy extraordinary a n d m in is te r
plenipotentiary from S w itz e rla n d to th e

ministrations of P re sid e n ts G arfield,
Arthur and Cleveland.
The next step of th is e x -p riv a te o f th e
federal army of th e U n ite d S ta te s is,
according to the custom of S w itz e rla n d ,
from that of vice p re sid e n t to p re sid eiit
