EDITORIAL.
How limes and men change.! It
has only been a few years since Em
peror Nicholas proposed universal
'peace, and now it appears that ho
does not want peace excopt in bis own
way, and lie stands ready to sacrifice
thousands of subjects to have bis own
way.
Peace negotiations have been car
ried on with the greatest of secrecy
"yet the newspaper correspondents
have beeu able to dish up page after
paue of peace conference news to the
public for breakfast, dinner and sup
per. Tbey must bo veritable mind
readers or good gnessors.
The conference of the peace envoys
of Japan and Kussia; according to
nieement, was to be conducted with
great secrecy, but what wo cannot un
derstand is this: how, uuder the ar
rangement of secrecy, can the press
reporters get tho proceedings of the
conference. We surmise that some
one is doing tall guess work, or else
huge lying is bGing done,

reason that his people honored the
President and wanted his danghter to
remaiu among them. Miss Roosevelt
refused the much married swain, and
it is probable that he will take to him

Tho Czar of all tho Hussias talks
very glibly of a disgraceful peace, and
prefers to sacrifice all his subjects
rather than submit to such treaty.
Such pronounced statements from
the Czar are heavily laden with what
is commonly termed "hot air". It
is no very great calamity, nor loss,
to bis majesty to sacrifice a few hun
dred thousand subjects, as all at
gentleman particularly has at stake
is biB pride. But it is different with
bis subjects; their lives and property
are at the emperor's command, and
there is little question about the
greater number of the Russian peo
ple beiug absolutely willing that the
czar sacrifice himself to secure peace,
while some of bis subjects are over
anxious for the change.
"When whiskey is in wit is out," is
an old proverb, and tho truth of it
was demonstrated here last week, on
a couple of occasions. Two men were
fined for breaking into a house, and
drnukenness was coupled with this
act. In a second instance, two men,
both drunken, were thrown together,
and the result was one stabbed the
other in the shoulder with a knife.
One of these was a representative
roan, one, who, in his profession,
should be a leader in morality and
thought leading to higher and better
social conditions; but instead, is a
good representation of how low a man
can go under the degrading influence
of drink. His mouthings wore too
vulgar for any person Jto hear. Ban

Too much enro cannot, bo used with
small children during the hot weather
of the summer mouths to guard
against bowel troubles. As a rule it
is only necessary to give the child a
dose of castor oil to correct any dia
ordor of the bowels. Do not use any
substitute, but give the old-fashioned
castor oil, and see that it is fresh, as
rancid oil nauseates and has a ten
dency to gnpo. If this does not chock
the bowels give Chamberlain's Colic,
Cholera and Diarrhoea Hemedy, and
then a dose of castor oil, and the dis
ease may bo checked in its incipiency,
and all danger avoided. The castor
oil and this remedy should be pro
cured at once and kertf ready for in
stant use as soou as tho first indica
tion of any bowel troublo appoara.

implicit coufideuce even in cases of

It is not possible for Kussia and
Japan to "get together." No obsorv
er who has takpn in the whole
scheme of differences between them
has snpposod it possible. Tbe effort
to bring them together 1ms done
credit to the humanity of President
Koosovelt: but even President Koose
velt, with all his optimism, could
hardly have supposed there was a
chance of success.
Briefly stated, the demand of Ja
pan is that Kussia shall withdraw
from tho Pacific shore of Asia, givo
up all her possessions on the coast
and retire into the remote iuterior of
Siberia: and pay moreover a monev
indemnity to cover tho cost of the war,
Po these tornn Kussia cannot possi
bly assent Japan is to bo censured
for advanciug them; but Kussia is
not compelled, cannot bo compelled,
to grant them, and she will not grant
them. For if Russia is not to hold
her footing on the Pacific, she need
not pay any iudemuity, for she has
only to "go homn" and pull her rail
road up after her, and bo forever out
of the reach of Japan.
Japan deems the menace of Kussia
so great that now when she has the
advantage, she means to end it, once
for all. She believos her own safety,
perhaps her very existence as a nat
ion, depends on extinction of Rus
sian power in tho Orient. Her vic
tories, by Jand aud sea. have placed
her in position, she believes, to dic
tate terms which will give her sec
urity against furthnr attempts on the
part of Russia. Much of her work
has been done. She has gone three
quarters of the way. She has rolled
back after bloody 'fighting, tho great
Russian armies. Sho has retaken
Port Arthur after one of tbe nieHt
difficult sieges of history. Sho an
nihilated tho naval power of Kussia.
Sho has taken Sakhalin. She has
iuvestod Vladivostok. She confronts
tho Russian armies in upper .M tn
cburin with armies which sho beliven
will ba.able to destroy tho rumuauts
of Russian power on tho Paci lie.
Sho believes herself in position to ex
act peace on her own terms if not at
tho council board, on tho theater of
grim war. That she is resolved not
to be put iu this pril or to be re
quired to make this sacrifice in war
again is the keynote to her policy.
Sho will givo therefor one hnudaed
thousand mon more, or two hundred
thousand, to have it out with Russia
no. v. The heavier" part of the sacri
tico has been made, and now sho
wishes to finish tho job.
That President Koosovelt can do
anything at all toward bringing tho
parties to an agreement seems unlike
ly. Tho quarrel admits of uo accom
modation, because the war hasu't been
fought out. If Kussia is lo be forced
to retire from tbe Paciiic, there nnver
will be need of h treaty of peace be
tweon the belligerents, for tby will
bo virtually beyond each other's
reach. If Russia is to bo oxpelled
from Asia, Japan will never go to Eu
rope to fight Russia. The war, thou,

As king over the stalwart oak and
lofty piup, the fig-tree would bavo

authority, and to make laws for the

education becomes a civil mid politi
cal problom. Her gentle presence as
she bends over the cradle at the silent
influeuco of b r daily life are slnping
the entire moral character of the com
ing generation, and thus her oduca
tion becomes a moral problem. No
one is more fond of music than the
writer, but life is too short for our
daughters to sp nd years at music
and then, after all their culture, be
discounted by tho ordinary canary
bin!. Every girl should be given a
good practical education, a homnedu
cation; but that does not mean how
to use the dust pan and broom. It
means more than tho daily rontino of
housekeeping. The whole mind must
bo expanded and disciplined by tho
study of Nature and her laws.
