The Dove of Peaoe is likely to
spread its white wings over the East,
bat its presence will not oome to the
Itussiaa Empire simply for the ask
ing. Kuesia will have to pay for what
she gets, and a billion dollars is
named as the 8nm likely to be im
posed upon RtiRsia as indemnity.
This sum. added to Russia's expense
and loss, will make war a very costly
affair to her.

Rosieburg Oregon., Jane 6. The
fight which the commercial clubB of
Coos county pat forth to establish a
night service here so that the mail
from Coos county could be received
12 hours earlier has been won. There
is now a night olerk, Charles Field,
who has been acting as a day clerk,
-who will attend to the night branch,
Jason Uvarts, a yoang man of High
sobool last year, will take his place.
The salary of the postmaster at this
place has been raised $500 to afford
him the extra clerk. Much satis
faction is felt among the townspeo
ple, as the improvement will add
much to the convenience of the post

Early visitors to the Lewis and
Clark Fair have been surprised to find

rates for Fair visitors. The charges
in most cases are but little above
those ordinarily in effect. Portland
is unusually well supplied with res
taurants, and the prices for food
have not gone up at all.

Where the Money GJoes.
The Toledo Blade, in a lonsr article,
dwells upon the waste and extrava
gance iu the Uftited States in an able
manner. Below wo giv an extract
from that Journal showing some of
the abuses. It says:
"IuHtaucea of government extrava
gance could be multiplied indefinite
ly. One that should make a strong
impression upon every American is
the overcharge we pay for mail ser
vice. Americans pay more for trans
portation of mail than all the other
peoples of the world combined.. In
the last year for which comparative
figures are available (1901). it cost us
38,500,000 for railroad transportation
of mail alone. All the other countries
in the world paid for transportation,
by all means, only $37,000,000, or
$1,500,000 less than we alone paid.
Freight and passenger rates have
gone down. Tuey are cheaper here
than abroad; express companies pay
the railroads about half the rates the
roads charge the government, and
yet the poatoffice department con
tinues to pay for the transportation of
m3il just as much as it paid 30 years
ago, while all other transportation
rates have greatly decreased iu that
time.
In England less than one per cent
of the total revenues of the railroads
are for the carriage of mail. In the
United States the railroads derive 3
per cent of their revenue from the
same source,

In some parts of the country fire de
stroys more timbpr than falls before
the ax, aud the averago annual loss
from forest fires is in the neighbor
hood of $20,000,000.
Iu the same way wo have dissipated
the public domain. For years Con
gress has been asked to amend our
publio land laws so that the laud that
remains would go to individual homo
makers for actual development rather
than to speculative land companies.
A year ago a Minnesota nnwspayer es
timated that during the twelve mont hs
of JU01, under existing jaws, the govr
eminent would los- $500,000,000
that is, 500,000,000 that it might have
obtained if it got what the land was
actually worth.
Fire losses afford another striking
example of the wastefulness of Amur
icans. Iu 190-1 the total fire loss was
nearly $200,000,000, and in 30 yars
wo have burned up $3,500,000,000, a
large part of which could have beeu
saved if we had been willing tq use
more care in the construction of our
cities.

land florist places the number of
roses now in bloom in Portland at
10,000,000, while other estimates are
twice as high. Tho Lewis and Clark
Exposition grouuds are decked with
the fragrant blossoms, which are
found everywhere in great profusion.

receut address to boys, gave advice,
which, if heeded, wonld soon revolu
tionize the conuiiy. It should be read
to every boy iu the United States:
"I have been ou the bench fourteen
years, and during that time thousands
of boys have been brought before me,
but not one of them was a constant
attondaut at church or Sunday school,
or obedient to bis father or mother.
I have inquired of mauy boys what
caused them to get into trouble and
have found that in most iustauces,
staring away from home and school,
playing pool, hanging around saloons,
aud piarette smoking, are responsi
ble. Start right, boyp. To be anybody,
to accomplish anything for yourself,
or the community, you cannot be idle.
Dun't drink liquor destroys the mind
and body. Dou't swear gentlemen
do not. It is low aud vulgar. Don't
read trashy literature. It loads to
tho devil. Don't hang around saloons,
Good men ure not made that way.
Whenever yon see a man lying aronnd
a saloon, the devil is after him nud

To make a cood man yon must be

better. The teachings of Christ are
beginning to be felt. Let me impress
upon yon tho only road to success is
by living a right life. Bo honest, in
dustrious, frugal. It is not uecessar
to bo sanctimonious to wear a long
face. Keep laughing. Have a good
time as you go through life, but let it
be the right sort of good time. If we
were all angels the world would not
be tit to live in.
