EDITORIAL.
Conditions are attaining in tbe
Orieut of n startling nature, and in
cidents of shocking barbarity are
daily reported

yet we can see no good excuse for

in tbe interest of peace and civiliza '
tion the barbarous Turk ought to be
made to respect life and tbe rights of
other people. Tbe bloodtbnrsty K*>rd
needs a lesson also for his murderous
deeds.
When we view tbeconditions which
have obtained, in affairs not in our
own country only, bnt in olber lands,
we can but admit that fraud is rife
and crime abundant, and on tbe in
crease. The daily news brings us the
account of a rich harvest in fraud« of
all kinds, tbofts hold-ups. Burglaries
bank-breaking, safe-cracking, bank
robbing, murder« and all other crimes
which humanity are prone to commit,
until we are inclined to think that tbe
cup of hutnau iniquity is full. If this
be tho condition then it is high time
for reformation for no people ever
renched that condition nnd escaped
without severe chastisement from tbe
Ruler of tbe nuiverse. Already the
roar and rumble of tho earthquake
has become frequent, and tbe deadly
blast of the volcano is appalling; ac
cidents on land aud sea have been
frightful, and tbe loss of life and
property by storm and flood bus been
awful. Those calamities are not. túe
result of chance. It is time to be
come just.

A DangeroiM Bumnesn
One of the things that interests tbe
public ami that is claiming the at
tention of Congress and should be
passed on by that body with a view
to tbe safety <>f human life aud tbe
preservation aud safety of onr coast
shipping nu<l commerce, is the new
manner of shipping large quantities
of lumber from the Columbia river
aud tbo Sound country in rafts.
These rafts are liable to meet with
storms and be lost, or to go to piece«
at any time, and tbo iloatiug debris
to become a menace to parsing ves
sels, and in the years past several
narrow escapes have been recorded.
Of conr»e if a successful tow is made
a great saving of freight is made,
but there are other interests that
should be subserved as well as those
of the few shippers, and places from
which sneeesaful rafting can be ac
tomplisbed.
Last year two rafts aggregating
sixteen million fe< t of lumber wore
towed into Nan Francisco and this
year ba* seen four landed there while
more nre to follow. The storm sea
son is now nt hand nnd one or more
of these latter tows may litter the
ocean and beeotuo destructive to ship
ping. One or two ships with tbeir
carg '«s of human boingv, and freight,
'destroyed by these rafts will farover
balance tbe saving that is made by
this manner of freighting.
As a derelict theso rafts are very
dangerous as they do not afford shel
ter for a crew who might keep out
proper signals and give approaching
vessels warning of tbeir presence.
Besides this there is no law that gov
erns this business.

the question and but lightly at tba'.
Shippers have a kick coming not only
because of the danger to life nnd
property, bnt bt'cause of the loss to
shi|fping that is caused by towing
rafts. Tbe 16,(XK),(X)0 feet of lumber
towed last year to San Francisco in
&< t’.vo raftt tbit arrived there would
have loaded 40 vessels of JOO.OtX) feet
capacity. This is not all, aud now
we apeak from a selfish standpoint,
ns will be seen. th“re are but few
places on the coast from which these
largo rafts can be towed, and if it be
comes n ancceasfnl business it will
work a hard-hip with all of Oregon
nnd California, by reducing tbe price
of lumber to the disadvantage of
places less favored with deep water
harbors.
An effort was made in the lnat
congress to pass a prohibitory m «a»-
tire, and the bill passed the Honae,
but died in the senate. However
there are other interests at work, and

many other interested parties.
Captain Roger, wbo baa charge of
ibe Coast (i »edetic Survey, and Cap
tain Bolles, U. S. inspector of steam
vessels, and uiauy other persona, who
are in a position to know, maintain
and agree in ibis:“That it is extreme
)y unwise to expose the ocean com
merce to the danger of a collision
with one of these rafts.”
It is claimed that these rafts soon
go asboro when lovt, but thia is not a
fact, for it has been demonstrated
that they remain ou the ocean for an
indefinite period, nnlesa pick'd np
by a passing vessel, or one sent iu
search of the derelict.
Thia question is of vital interest to
Oregon lumbermen, as regards mill
owners, timber owuers, and laborers,
and they should stand together mid
make tbeir wants known. Congress
man Herman has offered to introduce
a bill prohibiting the towing of tbeso
rafts, and has assured Alfred Mc-
Nevin, heretofore mentioued as sec
retary of the American Association
of Licensed Officers of Sailing ves
sels, that another strong effort will be
mad« to suppress thia dangerous
menace to the shipping iutereats of
the Pacific Coast, and Mr. McNevin
assures us that tbe California mem
bers of both house and senate nre in
line for its suppression.

we must make the best of it.
A New Theory of Food.
By a scries of computations amaz
ing in tbeir results no leas than in
their simplicity, a writer in the Med
ical Journal baa shown why the lean
man eats more in proportion to his
weight than the fat man; as a corol
lary a good Htid sufficient reason is
given why h child is always hungry.
It appears that the fir-t use of food is
to heat the body, and the smaller llie
man the more surface of ra Nation he
has in proportion to bis stomach ca
pacity. In other words, the long-
legged boy whose month continually
waters for something to eat, must
warm and keep warm 25 iuches of su
perficies for every pound be weighs.

goes out 16 inches of surface to the
pound. When this adnl’ computation
is carefolly applied to the 10-ponnd
infant, it is discovered that the suck
ling most heat 43 inches to every
pound he weighs sans blanket.
The effects of this formula are far
reaching. • When the hobbledehoy
youth displays an appetite that
shames the pantry nud cau-es pies,
tarts, cakes, sweetmeats, cookies and
candy to disappear without apparent
increase of flesh, the fond mother will
no longer fear worms, and struggle
with vile medicines to oust n parasite.
Instead, she will take her tape-nueas-
nre, ami after a careful computation
of the square inches surface ou her
son, figure out bis diet, with grntily-
ing results to the famished boy.
When baliies cry unceasingly through
the night, the wise mother will not
look for the irritatiog pin or. speak of
soothing syrup. She will go over
her figuring again to see if she has
not made a mistake in the number of
