capable of self government. Of
course they are not; How could it
be expected of them when the Ameri

Tbe same is true of tbe citizens of
(|lé Transvaal. It has required tbe
united effort pf tbe British empire,
tind ut a cost of about one million
dollars a day during tbe last two
years, to keep tbe Transvaalers from
governing themselves.

stand against trusts. This is extra

machine which he delivered, but this
agreement was no' kept.
