are not. capable of governing them
selves. Perhaps that accounts for
the suppression of the Declaration of
Independence when it was being cir
ciliated in the Philippines. Great
Britain held the same opinion of the
Americau Colonies a ceutury and a
quarter ago. She now holds that
opinion of the South African Repub
lies. The millionaires of the United
States hold the same views as to the
governing ability of the great major
jty of American citizens and they see
to it strictly that money interests do
the governing.

The following method of making
nominations, which appeared in the
Oregouian, is one that would practic
ally demoralize political rings and
wire-pullers but it would have a pur
ifying tendency on politics!
"The Mississippi Legislature has
passed a bill making such radical
changes in the method of conducting
primary elections and nominating
candidates for office in that state that
the Governor is being petitioned to
withhold his signature on the ground
that the bill is unconstitutional.- Ac
cording to the terms of the bill, all
nominations will be tuude at primary
elections. Even United States Sena
tore must be nominated in the same
way, The primary elections are to
lie governed by the regular election
laws of the state, the conn ty executive
committees of the different purliee
having the functions of the couuty
election commissioners and appoint
iug the officers to have charge of the
primaries. Participation in a party’s
primary elections is restricted to vol
ers who have affiliated with that par
ty for two years, or who are admitted
by the terms of the sti|te committee.
The expenses of these elections are to
be borne by each party, and the print
ing of ballots, receiving the vote and
making returns are carefully guarded
by strict regulations. State conven
tions are to be held only once in fom
years to name delegates to the Na
tional conventions and choose elec
tors. Bills to effect the mine pur
pose of taking primary elections oui

them under the control of the state
and county authorities are before the
Massachusetts and New York Legis
lature.”
