GRAND RONDE TRIBAL MEMBER COMMENT PERIOD

RE: POTENTIAL CHANGES TO REGULATIONS ON PERMITS
FOR EAGLE PARTS AND FEATHERS
The U.S. Fish and Wildlife Service (“Service”) is considering
changing its regulations governing permits for eagle parts and
feathers obtained from the National Eagle Repository (“Reposito-
ry”). The service’s current regulations state that the service will only
issue permits to members of federally recognized Tribes. However,
due to recent federal court decisions and subsequent settlements,
the service has been unable to limit access to the Repository to
members of federally recognized Tribes. The service is considering
changing its regulations so that it will only issue permits to federally
recognized Tribes on behalf of each Tribe’s members. Individual
members of federally recognized Tribes would still be able to obtain
eagle parts and feathers from the Repository under the authority of
their Tribe’s permit.
The Confederated Tribes of Grand Ronde’s staff, including staff
from the Executive Office, Natural Resources Department, Cultur-
al Resources Department and Tribal Attorney’s Office, have been 
working with the service on this regulatory change. The Tribe will be
submitting written comments to the service and is soliciting written
comments from Tribal members before finalizing its comments.

dronde.org by 11:59 p.m. Friday, Dec. 15, 2017.
To be considered by the Tribe, comments must come directly from
a Tribal member, must be timely, must include “Eagle Permits” in the
subject line and must include the commenter’s full name, roll num-
ber, and daytime phone number where they can be reached. Indi-
vidual Tribal member comments will not be published, but the final 
Tribal comment letter will become public record. 
Board seeking younger veterans
The Veterans Special Event Board is recruiting younger veterans
from the Iraqi and Afghanistan conflicts to join.
“Our committee is getting older,” Veterans SEB Chairman Steve
Bobb Sr., who is a Vietnam War-era Marine Corps veteran, said.
Members of the Special Event Board attend events as flag carriers
and represent the Tribe and their branch of service. Veterans interest-
ed in volunteering should contact Tribal Council Chief of Staff Stacia

veterans for photographs
Polk County Veterans Service Officer Marie McCandless is seeking Tribal
veterans for a project that is taking photos of area veterans.
Veterans who would like to participate should call the Veterans Service
Office to schedule an appointment with the photographer at 503-623-
