PUBLIC RECORDS ORDINANCE
OPEN FOR COMMENT
The Tribal Council is considering amendments to the Public
Records Ordinance. The proposed amendments were given a First
Reading at the Sept. 6, 2017, Tribal Council meeting.
The proposed amendments clarify which records are available un-
der the ordinance, allow for the Tribe to provide copies of available
records to Tribal members electronically upon an approved request,
describe a revised process for reconsideration for denied records
requests, and make other housekeeping revisions.
Tribal Council invites comment on the proposed amendments to the

ENROLLMENT ORDINANCE
OPEN FOR COMMENT
The Tribal Council is considering amendments to the Enrollment
Ordinance. The proposed amendments were given a First Reading
at the Sept. 13, 2017, Tribal Council meeting.
The purpose of the proposed amendments is to: (1) allow Tribal
members or applicants to view, in the presence of Enrollment Staff,
electronic versions of their entire enrollment file and the enrollment
files of lineal ancestors, except adoption records, and provide related
procedures; (2) provide that the Tribal Roll is not subject to the Or-
dinance’s confidentiality provision; (3) add a provision for issuance
of Descendancy Letters or Certificates of Descendancy; (4) provide
that Tribal Council makes final decisions on loss of membership;
and (5) provide procedures on Enrollment Board loss of membership
recommendations to Tribal Council and loss of membership hearings
before Tribal Council.

CHILDREN AND FAMILIES ORDINANCE
OPEN FOR COMMENT
The Tribal Council adopted, on an emergency basis, amendments
to the Children and Family Services Ordinance at the Sept. 13,
2017, Tribal Council meeting.
The proposed amendments modify the permanent plan provisions
in the Ordinance as necessary to meet federal funding require-
ments.
Tribal Council invites comment on the amendments to the Chil-
dren and Families Ordinance that were adopted on an emergency

See a photo you like in Smoke Signals?
Want a copy, or several copies?
Want to see if a photo that was taken but not printed in Smoke
Signals because of space limitations might be something you’d like
hanging on your living room wall? Tribal members can order 8-by-
10-inch copies of photos taken by Smoke Signals staff members
regardless of if they were published in the newspaper. Charge is $1
for each print ordered. Reprint orders must be pre-paid with a check
made out to Smoke Signals. A photo reprint order form is available in
the Publications Office of the Tribe’s Governance Building in Grand
Ronde, or can be mailed upon request.
All photos contained in Smoke Signals’ current archive are available
for purchase, but people interested in going through the archive must
make an appointment to review photos for possible purchase.
No rush orders are permitted and requestors must allow 30 days for
delivery. Requestors must be Tribal members. In addition, reprint re-
questors must agree that the reprint is for personal use only, and not
for use in an ad, or for commercial, political or promotional purposes.

Tribe receives Early Head
Start expansion grant
The Grand Ronde Tribe received an Early Head Start expansion grant
on Friday, Sept. 22, from the Office of Head Start within the U.S. Depart-
ment of Health & Human Services.
The grant will increase the Tribe’s number of slots available for children
with 20 additional home-based and eight additional center-based slots for
2 year olds.
Planning & Grants Manager Kim Rogers said the grant is for four months
at $178,615 with a full-year award of $535,845 that will start in January
2018. The grant period will run through August 2022.
“The great majority of the this application was prepared by Early Child-
hood Education Manager Angie Blackwell with some help from Leslie
(Riggs, Education Department manager) and myself, and a little help
from a few others,” Rogers said.
Rogers added that the Tribe is working on possible use of some portion
of the funds for equipment and/or renovation purposes.
Tribal Council approved applying for the grant on June 14.
Clothes Closet open Friday mornings
The Clothes Closet is open from 9 a.m. to 12:30 p.m. the first and third
Fridays of the month and 9 a.m. to 1 p.m. all other Fridays on the Tribal
campus near the Elders Activity Center at the end of Blacktail Drive.
The Clothes Closet accepts clothing, small appliances, small pieces of
furniture, electronics and household goods that are clean and in good con-
dition. It does not accept books, large TVs or large furniture, but there is
a community board where people can post those items.
Donations are accepted during regular business hours.

The entrance was built with our Elders and those with mobility
issues and their ease of access in mind.
