Notice of planned ICDBG application & Community Development
Statement on Behavioral Health Addition to the Health & Wellness Center
Tribal Council reviewed options and selected an addition to the
Behavioral Health wing of the Tribal Health & Wellness Center for
the Tribe’s 2017 Indian Community Development Block Grant (ICD-
BG) application to HUD. The estimated cost is $667,000 including
$500,000 from this ICDBG application and $167,000 from eligible
local matching funds. An additional $15,000 a year in building and
maintenance costs are estimated.

Behavioral Health Addition to the
Health & Wellness Center
The Tribe collected suggestions from community input meetings,
surveys and from Tribal departments including use of displays at
open house tables specifically on this ICDBG program. From this
effort Tribal Council obtained and reviewed three potential ICDBG
projects. Construction of an addition to the Behavioral Health wing of
the Tribal Health & Wellness Center received the most support and
Tribal Council directed staff to proceed with this ICDBG proposal.
ICDBG is a competitive grant program whose funds are intended
to meet an essential community development need and to benefit the

The Confederated Tribes of Grand Ronde is exploring the idea of
developing a grocery store in Grand Ronde and is seeking to retain
a firm to perform a feasibility study that is a thorough and
comprehensive assessment, which may be used later to inform a
decision as to whether a grocery store is feasible to site, fund, con-
struct and operate in Grand Ronde and, if so, under what
configuration or combination of configurations.
Proposals are due by 5 p.m. Thursday, May 18, 2017. The
complete scope of work and additional information, including
document submittal procedures and due dates, may be found within

Solar Development Feasibility Study
The Confederated Tribes of Grand Ronde is exploring solar
energy development projects in Grand Ronde and is seeking to
retain a firm to perform a feasibility study that is a thorough and
comprehensive assessment, which may be used later to inform a
decision as to whether a solar development is feasible to site, fund,
construct and operate in Grand Ronde and, if so, under what
configuration or combination of configurations.
Proposals are due by 5 p.m. Thursday, May 18, 2017.

neediest segment of the population. The proposed construction of this
Behavioral Health addition will primarily serve low-moderate income
households in the Grand Ronde Tribal community.
The Tribal Health & Wellness Center was constructed in 1997 at 10,100
square feet. The dental wing was added to in 2010 to double the number
of operatories and the community health - medical wing was added on
to as well to accommodate increases in clients and services. Demand for
Behavioral Health services also has grown in the past 20 years. The area
is cramped, with limited capacity, and there is difficulty maintaining
confidentiality buffers. Existing space cannot effectively accommodate
existing service needs for families and there are now twice as many coun-
seling/therapy groups as in the past including Alcohol & Drug sessions.
There is also an unmet need for groups for men, continued care support,
cultural support, parenting, anger management and pain management.
The proposed project will construct a 1,900-square-foot building ad-
dition that will provide a larger (more confidential) lobby area, added
group room space and offices to better accommodate current need.
The estimated development cost is $667,000 and would be covered by
$500,000 from this ICDBG grant and $167,000 from eligible local match-
ing funds. Operation and maintenance costs are estimated at $15,000
a year with no increase in staff beyond what is currently budgeted.

Council will review comments at its May 2, 2017, Legislative Action
Committee meeting and again at its May 3, 2017, council meeting at
which time Tribal Council will consider authorizing this application.
Council will also consider comments provided by Grand Ronde commu-
nity members in determining whether to make any modifications to the
application. The resulting application will be available for review. The
ICDBG grant application is due on May 18, 2017.
Bike helmets available
The Tribe’s Social Services Department has bicycle helmets available
for distribution. Those needing a helmet need to visit the department and
sign a helmet application, as well as get fitted.
