William “Dino” Dean Payne Jr.
Nov. 23, 1959 – March 11, 2017
Tribal Elder William “Dino” Dean Payne Jr., 57, was born on Nov.
23, 1959, to Myrna and Bruce Brickell in Ukiah, Calif. The family
later moved to the West Valley where he grew up as one of 10 chil-
dren, having five brothers and four sisters.
He graduated from Willamina High School, where he played foot-
ball, enjoyed his friends and occasionally got into a bit of light trouble.
After graduation, he worked for Fort Hill Lumber on the planer
and later for Safeway as a meat cutter.
Dino met Lori Weaver in 1984 and they married in 1985 in Reno,
Nev.
He loved golf, gaming, cigars, grilling and Reno, but most of all
his family. He will be remembered for his friendship, teasing and
great zingers that would plant a smile on the faces of those nearby.
Dino was preceded in death by his parents, William Payne Sr.
and Myrna Jean (Langley) Payne, and brothers, Dan Payne and
Jim Brickell.
He is survived by his wife, Lori (Weaver) Payne; brothers, Jay
Payne, Ed Brickell and Ken Brickell; and sisters, Mary Brickell,
Peggy Ollgaard, Chris Murrell and Lisa Fredinburg.
A memorial service was held Thursday, March 16, at Adamson’s
Sheridan Funeral Home, 108 N.W. Lincoln St., Sheridan, with a meal
service at the Grand Ronde Elders Activity Center, 48940 Blacktail
Drive, that followed.
Caroleen “Carol” Rita Phelps
Nov. 8, 1942 – March 8, 2017
Tribal Elder Caroleen Rita Phelps,
74, was born on Nov. 8, 1942, in Port-
land, Ore., to Carl Oswald and Nettie
Eve (Smith) Phelps and peacefully
walked on on Wednesday, March 8,
2017.
Growing up in Portland and New-
port, Ore., she graduated from New-
port High School in 1961. Carol worked
hospitality for the family owned motel
business in Newport and for the Co-
ca-Cola Bottling Co. in Portland.
Loving God, family, friends, her pets,
horses, music and singing, she will be remembered for her big smile
and joy of life. Carol especially enjoyed walking along the beach and
collecting rocks with the Newport Agate Society.
Carol was of Native American ancestry including Rogue River,
Paiute and Chinook. She was a proud member of the Confederated
Tribes of Grand Ronde. She also descended from Oregon pioneers
who traveled the Oregon Trail arriving in 1847 and 1851.
She is survived by her two sisters, Jolene Bean of Portland and
Jackie Brenner of Gresham, as well as three generations of nieces
and nephews, including Sandra Stone of Beaverton and Brian Bean
of Happy Valley.
Carol’s family wishes to express a special thank you to her friends
and loving caregivers at Cornerstone Care Home in Portland, where
she resided for the past 15 years.
A viewing was held on Friday, March 17, at Gateway Little Chapel
of the Chimes in Portland. A funeral ceremony was held at a grave-
side service in Lincoln Memorial Park in Portland on Sunday, March
19, followed by interment and a memorial.
Resting beside her parents; together in Jesus’ loving arms for all
eternity.

There are further conditions that must be met in order to obtain a
concealed handgun license.

a concealed handgun license.
