NOVEMBER 15, 2016 PROPOSED INDEPENDENT TRIBAL PRESS ORDINANCE OPEN FOR COMMENT The Tribal Council has proposed adoption of an Independent Tribal Press Ordinance. The first reading of the proposed Ordinance was presented at the October 26, 2016, Tribal Council meeting. The purpose of the new Independent Tribal Press Ordinance is to establish a free and independent press and to ensure the Tribal publication has the independence to report objectively. Under the new Ordinance, the Editor of Smoke Signals would re- port to an Editorial Board. The Editor and Editorial Board members would be required to adhere to the standards of accepted ethics of journalism as defined by the Society of Professional Journalists and endorsed by the Native American Journalists Association. If you would like to receive an e-mailed PDF version of Smoke Signals and stop receiving a mailed newsprint version, send your e-mail to esub- scription@grandronde.org.  S moke S ignals 9 PUBLIC NOTICE COLUMBIA RIVER SYSTEM OPERATIONS — ENVIRONMENTAL IMPACT STATEMENT In accordance with the National Environmental Policy Act, the U.S. Army Corps of Engineers, Bureau of Reclamation, and Bon- neville Power Administration, referred to as the Action Agencies, intend to prepare an environmental impact statement (EIS) on the Columbia River System operations and configurations for 14 federal projects in the interior Columbia Basin. In this Columbia River System Operations EIS, the three agen- cies will present a reasonable range of alternatives for long-term system operations and evaluate the potential environmental and socioeconomic impacts on flood risk management, irrigation, power generation, navigation, fish and wildlife, cultural resources and recreation. The Action Agencies will serve as joint-lead agencies in developing the EIS. Comments received during the public scoping period (Sept. 30, 2016 — Jan. 17, 2017) provides anyone who is interested an oppor- tunity to help the agencies identify issues and concerns that could be analyzed in the EIS. The Agencies welcome your comments, suggestions and information that may inform the scope of issues, potential effects, and range of alternatives that should be evaluat- ed in the EIS.
