Committee has new e-mail address
In an effort to better serve the membership, the Tribe’s Fish & Wildlife
Committee created an e-mail address for those who hunt, fish and gather
on the Reservation.
The e-mail address is designed so that Tribal members can make the
committee aware of any concerns or questions, and to make positive com-
ments. The committee will do its best to provide answers and feedback so
that everyone who wishes to utilize the Reservation lands may do so legally.

PROPOSED ENROLLMENT ORDINANCE AMENDMENTS
OPEN FOR COMMENT
The Tribal Council is considering adoption of amendments to the
Enrollment Ordinance. The proposed amendments were given a First
Reading at the April 22, 2015, Tribal Council meeting.

Administrator Jocelyn Huffman’s
daughter, Shelby, as the infant
model. In the second phase, Steve
used his granddaughter, 9-year-old
Keira, as the model and 21-year-old
Gabrielle Colton, daughter of Carol
Colton and granddaughter of Jo
Ann and Mike Comeaux, was the
eldest model surrounded by a fully
blossomed rose.
The float’s title is “Bloomin’ the
Beauty Within” and Bette Midler’s
version of “The Rose” from her 1979
film will play on the speakers.
To keep the design within budget,
some compromises were made with
Steve’s original concept. The roses
being used are Nootka roses native
to Oregon that have fewer petals,
meaning less fabrication materials
and man hours.
Steve has designed seven con-
secutive Spirit Mountain Casino
floats for the parade. He received
the festival theme in November.
This is Spirit Mountain Casino’s
fifth year as title sponsor, signing
its second three-year contract in
2014, which will give the casino
six straight years as title sponsor.
The casino pays a sponsorship fee
and Steve says that the teaching
opportunity and recognition the
sponsorship brings to the Tribe and
Tribal people makes the money well
worth spending.
“The exposure we get from this
event and being the title sponsor
with the advertising we get … if we
had to buy that type of advertising,
it would be pretty darn spendy,”
Steve says.
Huffman says that the adver-
tising ranges beyond newspapers,
including TV, print, radio and static
signage, activation and public rela-
tions events.
“While the Grand Floral Parade
is a one-day event, it is a three-
week festival,” Huffman says.
“There are also yearlong planning
sessions and specific events scat-
tered throughout the year that the
casino is involved with.”
As is usual, Tribal Elders and
casino employees are scheduled to
travel to Portland on Wednesday
and Thursday, June 3 and 4, to put
the finishing touches on the casino
float. Float judging day is Friday,
June 5.
Because Spirit Mountain Casino is
title sponsor, the float will be the first
to emerge from the back door of the
Portland Coliseum at the start of the
parade. It then travels down Weidler
Street to Martin Luther King Boule-
vard and across the Burnside Bridge
into downtown Portland, ending at
Lincoln High School. n
The proposed amendments include:
1. Requiring applications for enrollment include DNA of mother and
applicant establishing the mother of the applicant.
2. Removing use of court order to establish paternity;
3. Changing references to the Enrollment Committee to Enrollment
Board;
4. Providing procedures for removing names of living or deceased
individuals from the Restoration Roll who did not meet the Grand
Ronde Restoration Act requirements;
5. Providing procedures and standards for finding reasonable doubt
of a member’s required lineage and ordering DNA testing, paid for
by the Tribe, in order to establish required lineage;
6. Providing that notice of the Enrollment Board’s decision for removal
from the roll shall be deemed received five (5) days after the mail-
ing date or on the date noticed on the return receipt, whichever is
earlier; and
7. Providing that the Record filed with the Tribal Court shall be
maintained under seal and no person other than authorized repre-
sentatives of the parties and the Tribal Court shall be allowed to
review the record except upon an order issued by the Tribal Court
after notice to the parties.

Based on the allegations set forth in the Petition for Name Change
filed by Petitioner on
April 14, 2015,
THE COURT FINDS AS FOLLOWS:
1. This Court has jurisdiction over the Petitioner and the subject matter
of the Petition herein;
2. The Petitioner is over 18 years of age;
3. The Petitioner is an enrolled member of the Confederated Tribes
of Grand Ronde Community of Oregon OR a resident of the Grand
Ronde Reservation;
4. The Petitioner has not petitioned and been granted a change of name
by the Tribal Court within the past twelve (12) months;
5.The Petitioner has served a Notice of Name Change to all Creditors
and Former Spouses to whom an obligation is owed under a divorce
decree.
NOW THEREFORE, IT IS ORDERED:
1. The name of the Petitioner is changed from Bryant Dexter Orton to
Ivan Dale-Dexter Langley;
2. The Clerk of the Tribal Court shall cause a copy of this Order to be
published in the Tribal Newsletter;
3. The Clerk of the Tribal Court shall submit a certified copy of this
Order to the Grand Ronde Tribal Enrollment office;
4. The Clerk of the Court shall provide a certified copy of the Order to
the Oregon State Department of Vital Statistics.
