Request for Proposals
This Request for Proposals (RFP) is being conducted by Housing
for the purpose of obtaining a list of potential bidders who have the
experience and qualifications to conduct housing needs assessment
surveys. Responses are due March 16, 2015.
Housing's mission is to provide affordable housing to the member-
ship of the Confederated Tribes of Grand Ronde (CTGR). Housing
is required to obtain updated data on the housing needs of Tribal
members, and to meet the requirements under the Native American
Housing Assistance and Self-Determination Act (NAHASDA). This
project will be funded with Indian Housing Block Grant funding,
and contracts will be required to comply with, including but not
limited to, the federal requirements set forth in NAHASDA and
a proposed Service Agreement Rider. Housing recognizes Native
American and Tribal preferences. Any responses submitted by an
Indian Owned Business (IOB) within five percent (5%) of the highest
scoring proposal will be awarded TERO preference in accordance
with the TERO Ordinance. All IOBs must be certified by the CTGR
TERO Office.
Housing reserves the right to reject any and all responses for good
cause, if it is determined in the public interest to do so, and may
waive any informality in the qualification process. Respondents to
this RFP will be mailed a bid packet and those responses will be
used to qualify applicants for interviews. Applicants wishing to be
considered must request a bid packet as provided by Housing and
respond to the requirements put forth therein.
Responses must be received by 3 p.m. prevailing time, March
16, 2015, and shall be sent to Grand Ronde Housing Department,
