More bikers and more vendors, said Tamara McKnight, Events Co- ordinator for the casino. Making the event all the sweeter, Tribal mem- ber Belden Jeffers won the People’s Choice Award with his 1961 powder blue Harley-Davidson motorcycle. About 375 riders started the poker part of the rally on Aug. 23 from two locations: one at Paradise Harley in Tigard and another at Spirit Mountain Casino. Prizes for the event included Best Hand, Low Hand or Chapter Chal- lenge. Winners received a trophy and a $300 gift certificate from Paradise Harley. The rally also included a bike show with winners selected for Best Chrome, Best Paint and People’s Choice. The rally also included raffl es and 50/50 drawings. Entertainment brought out the Seattle Cossacks, a motorcycle stunt and drill team, Responsible Party Band and Phamous Phaces Band. Vendors included Bert’s Chuckwagon, Taco Valle, Ye Old Grog Distillery and Rusty Truck. Jeffers, a logger, could not be reached for comment, although he reportedly was thrilled with the win. He had restored the bike to its original condition just this year. n Rules changed on exemption Individuals eligible to receive health care from an Indian Health Service, Tribal or urban Indian health program provider are now able to claim an exemption from the shared responsibility payment through the tax fi ling process starting with the 2014 tax year. This benefi t was previously only available to members of federally recognized Tribes. American Indian and Alaska Native individuals will continue to have the option of submitting the exemption application through the Health Insurance Marketplace. Health and Human Services Secretary Sylvia Burwell announced that the availability of the online tax fi ling process to apply for the hardship exemption will save time and reduce duplication of effort. Qualifi cation for the Indian exemption can be established by attesta- tion of membership in a federally recognized Tribe or eligibility to receive services from an Indian health care provider. The benefi t of claiming the exemption through the tax fi ling pro- cess was initiated based on requests by Tribal leaders. Burwell fi rst announced the updated rule at the Secretary’s Tribal Advisory Com- mittee meeting on Sept. 18. Grand Ronde Tribal Council member Cheryle A.
