Youth Recreation Consultant
Request of Qualifications
The Grand Ronde Tribe is implementing a two-year ANA SEDS Grant
project to further develop the Tribe's Youth Education Program and Ser
vices in an effort to combat drugs and risky behavior through developing
programsactivities offered in the evenings and on weekends. The Tribe
has recently completed an addition to the existing Youth Education facility
which services youth grades kindergarten through 12th.
In an effort to successfully meet the recreational needs for the Tribe, the
consultant will assist in reviewing current space and programming offered
within the Grand Ronde community for youth recreation. The consultant
will assist in conducting a youth recreation assessment to determine youth
recreational need. The consultant will provide recommendations on devel
oping youth recreation program and services and assist in implementation
of the newly developed program.
Please forward to the following: address your education and experience
qualification to fulfill the attached scope of work. Qualifications should
include education field including youth and recreation; and experience in
the review and development of youth recreation programs and services.
The Tribe is estimating 80-90 hours of work will be needed in year one.
Cost estimates should be broken down by task and year and include travel
and other expenses. Deadline to submit qualifications is Feb. 15, 2012,
by 5 p.m. PST.

Consultant for Youth Media Center
Request of Qualifications
The Grand Ronde Tribe is implementing a two-year ANA SEDS Grant
project to further develop the Tribe's Youth Education Media Center. The
Tribe has recently completed an addition to the existing Youth Education
facility which includes a 12-by-12 media area for youth grades kindergar
ten through 12th. The Tribe is using existing equipment (computers) and
purchasing new equipment and software.
The Media Consultant will assist in reviewing current media user
population to provide recommendations on appropriate set-up of media
space and use of media equipment and software. The consultant will
provide media training to staff and youth on the equipment and soft
ware recommended for the Media Center. Once training is complete,
the consultant will work with staff and youth to create and complete a
media project and make recommendations for additional youth media
projects for year two.

When it was introduced, the
amendment received the unani
mous support of Oregon's Demo
cratic delegation, which includes
senators Ron Wyden and Jeff
Merkley and representatives
Earl Blumenauer, Peter DeFazio
and Kurt Schrader. Rep. David
Wu also supported the amend
ment before his resignation from
Congress in 2011.
The amendment would end
the current two-step process that
requires the Grand Ronde Tribe
to take each piece of former res
ervation land into, trust with ap
proval from the Bureau pf Indian
Affairs and then request that it be
designated reservation land. The
amendment would allow the Tribe
to combine the process for property
that was within the boundaries of
the original reservation.
"The current process is time
consuming and often takes years
to complete," Greene said last year
about the request. "The amend
ment means a significant savings
of time and resources" to the Tribe
and federal government.
The Grand Ronde Tribe origi
nally had a more than 60,000-
acre reservation, but the federal
government's allotment and oth
.'V.er policies whittled away at that
land base until 1954's Western
Oregon Termination Act. The
Tribe was restored in 1983 and
the 1988 Grand Ronde Reserva-
tion Act, signed by President
Ronald Reagan, returned 9,811
acres of the original reservation
to the Tribe.
Because of federal regulations
that require the Bureau of Indi
an Affairs to consider the effect
on local governments resulting
from the removal of land from
tax rolls, the Tribe worked to
secure the support of Polk and
Yamhill county commissioners
in May and June 2010, respec
tively. Tribal leaders cited the fact
that the Grand Ronde Tribe off
sets any loss of tax revenue by
substantially reinvesting in the
community, which straddles the
county line between Polk and
Yamhill counties.
The Tribe constructed the $1
million West Valley Fire District
fire, stationron, Grand Ronde
Road, as well as was the lead
governmental agency in the $6.4
million reconstruction of Grand
Ronde Road, which made the
roadway safer for motorists and
pedestrians alike.
In recent years, the Tribe has
purchased several parcels of,
land in the Grand Ronde area
that used to be part of the origi
nal reservation.
