Grand Ronde Tribal Housing Authority
Elder Housing Phase II
The Grand Ronde Tribal Housing Authority (GRTHA) wishes to
retain an Architectural and Engineering team to perform planning
and design services to expand its Elder Housing complex. The El
der Housing Phase II project will be developed in Grand Ronde in
Yamhill County, Oregon, adjacent to the Tribal Headquarters on a
4.5-acre Tribal Trust parcel.
Through this solicitation process, GRTHA is seeking to retain the
services of a qualified Architectural and Engineering team to coordi
nate the design and construction activities necessary for successful
implementation of the Elder Housing Phase II project.
Mr. David Reece of Reece & Associates Inc. is acting as GRTHA's
Project Manager, representing GRTHA's interests on the above-mentioned
project. All questions regarding this RFP must be directed
to Mr. Dave Reece via e-mail to daver-aengineering.com. All ques
tions must be submitted no later than three (3) days prior to date
of proposal delivery.
Copies of the RFP documents may be obtained from Reece &
Associates, Inc. at 321 First Avenue East, Suite 3A, Albany, OR
97321 upon receipt of a non-refundable check in the amount of $10
made payable to Reece & Associates, Inc. Electronic copies of the
RFP documents are available by e-mailing David Reece at dave

Respondents shall provide a written proposal by 3:00 p.m. on June
10, 2011, to Carina Kistler, Executive Director, at 28450 Tyee Road,
Grand Ronde, OR 97437. Proposals may be submitted electronically
via e-mail to rarina.kistlergrandronde.org with hard copies to follow
no later than 24 hour of due date. Respondents are responsible to
ensure receipt of electronic submission by the specified due date.
Specific information regarding document submittal procedures
and due dates will be found in the section "General Submission and
Selection Requirements." A recommended pre-proposal walk
through meeting will take place at the Grand Ronde Tribal Housing
Authority Building at 1:00 p.m. local time on June 7, 2011.
Residential Energy Analyst Training
& Certification Opportunity
Are you a Tribal member, spouse, descendant or a Native American
interested in obtaining training and certification as a Residential
Energy Analyst for use in working in weatherization and energy
efficiency of homes?
Are you?
18 years of age or older;
High School Diploma or GED;
J Social Security Card;
S Driver's License;
y Some form of personal transportation;
Good physical and mental condition and:
- be able to stand long hours and able to lift 50 pounds and have
good manual dexterity;
- be able to inspect dark crawl spaces;
S Adequately read, write and comprehend English;
Basic math skills.
All applications accepted but only four will be selected through an
interview process. Preference will be given to Tribal members, their
spouses, descendants or other Native Americans in that order.
Training is planned to start the later part of July and run through
September. There are 5 courses that are from three and a half to
four and a half days long. The tuition will be paid for and a train
ing stipend provided of $8.50 an hour. Motel and mileage will be
provided where commuting distances are too long. The courses will
either be in Salem, Portland or Grand Ronde.
The training is being provided through the Northwest Research and
Training Center for Energy and Weatherization. It is being funded
through a Tribal ARRA DOE Energy Efficiency Conservation Block Grant
awarded to the Confederated Tribes of Grand Ronde. To apply please

The Confederated Tribes of Grand Ronde received the Absolutely Thinking
Big Award at the second annual Ab Fab Awards luncheon held Thursday,
May 19, by Travel Salem.
The Ab Fab Awards recognize tourism industry partners who have gone
above and beyond in 2010-11 to increase the economic impact of visitors. The
recipients are "movers and shakers whose collaboration and partnerships, in
novation, vision, awareness, environmental initiatives, product development
and regional strategies are absolutely fabulous."
The Tribe received its award for "remarkable collaboration with our heritage
sites to give visitors a truly authentic taste of Oregon."

Grand Ronde Youth Activity Addition
Construction Management General Contractor
The Confederated Tribes of Grand Ronde contracted with architect
Paul Bentley to design the Youth Activity Addition. The Tribe is now
preparing a Construction ManagementGeneral Contractor (CMGC)
solicitation for a construction firm to work with the architect to complete
the design and contract with subcontractors through open competitive
bidding to construct this addition. Between June 6, 2011, and June 10,
2011, the Tribe intends to issue a solicitation in the Daily Journal of
Commerce for this CMGC firm. The subcontractor bidding through the
CMGC firm selected is anticipated to occur in July.
The Tribe was awarded a $500,000 B05SR4 10530 Indian Community
Development Block Grant amendment approving its application to design
and construct a Youth Activity Addition, now estimated at 3,000 sq. ft.,
at the western end of the Youth Education Building. The project will
provide space for new music, media, arts and cultural activities among
others. The Tribe's match obligation is $167,000.
