Smoke Signals wins two ONPA journalism awards
Tribal publication takes first
in Target Audience, second
in Graphics category

Smoke Signals received a first
place award for Target Audience
and second-place award for Graph
ics in the Oregon Newspaper Pub
lishers Association's Associate
Member Publications Contest.
Texas Press Association members
judged the entries and winners
were announced July 16-17 at the
ONPA Summer Publishers Conven
tion held at the Eagle Crest Resort
in Redmond.
Smoke Signals topped the Tar
get Audience category, which was
judged "based on level of interest,
relevance, creativity and commit
ment to target audience." The Clack
amas Review finished second and
The Bee in Portland took third.
"The publication is truly dedi
cated to its target audience," judge
Tammy Prout of the Hill Country
Community Journal wrote. "The
editorial is pertinent and the photos
are amazing. It was not hard for me
to choose this as the winner."
Tribal Graphic Design Specialist
George Valdez took second place
in the Graphics category for three
illustrations he created in 2008
the cover of the Jan. 15, 2008,
Smoke Signals, and the Trail of
Tears map and Road to Restoration
two-page graphic, both of which ap
peared in the Nov. 15, 2008, Smoke
Signals' 25th Restoration Celebra
tion Commemorative Edition.
Graphics entries were judged
on "impact, attractiveness and
relevance."
"The timeline is done very well
and attractive to the eye," wrote
judge Ricky Chan of the Alvarado
Star. "The cover and the map are
well done and attractive."
Associate Member publications
were judged in five categories
Target Audience, Graphics, Design,
Photography and Writing.
Transportation to Grand Ronde
The Portland satellite office has a transportation day to Grand Ronde
once a month for medical or dental appointments or enrollment cards. A

tor Dean Rhodes.

tive and individual commitment to
publishing a quality publication for
the Grand Ronde Tribal member
ship, while also doing it in a man
ner that values professionalism and
garners respect for the Tribe from
outside experts.

contributions and willingness to
go the extra mile whenever called
upon to get the job done. That
commitment is reflected in Smoke
Signals, and these awards are a
testament to their hard work."
ONPA's associate membership
includes 29 publications, including
The Portland Tribune, Willamette
Week, Capital Press and Spilyay
Tymoo. Smoke Signals was the
only Tribal newspaper to receive
an award in the Associate Member
contest.
"Associate members are judged
in five categories and to receive
awards in two of those five catego
ries is a strong showing on the part
of the Tribe's Publication staff,"
Rhodes said. B
Public Notice Open For Comment
Public Notice for Comment on the Grand Ronde Tribe's application
for 2010 Low-Income Home Energy Assistance Program (LIHEAP)
Funding. The Grand Ronde Tribe obtained a LIHEAP grant last year
from the Division of Energy Assistance within the U.S. Department
of Health and Human Services. This grant program assists income
eligible Tribal members with energy assistance (utility bills, fire wood,
etc.), crisis energy assistance, and weatherization (e.g. furnace repair,
caulking, insulation).
The Tribe's LIHEAP service area includes Polk, Yamhill, Marion,
Multnomah, Washington, Tillamook and Clackamas counties. If
you are interested in obtaining services from the current program,
please contact Social Services at 800-242t8196 for energy assistance
and the Grand Ronde Tribal Housing Authority at 503-879-2405 for
weatherization.
The Tribe is taking public comment on the 2010 LIHEAP application
which is to be submitted by Sept. 1, 2009. A draft will be available
for review at the Planning & Grants Development Department at the
Tribal Governance Center on Aug. 14, 2009. It will also be available
. at the Housing Authority booth at the powwow. You may also call the
