Smoke Signals 8 SEPTEMBER 15, 2007 Mercier Gets Barack I zl II AMENDMENT TO FOREST PRACTICES ORDINANCE The Tribal Council, in consultation with the Tribal Attorney's Office, has proposed amendments to the Forest Practices Ordi nance. A First Reading of the proposed amendments was con ducted at the July 25, 2007, Tribal Council Meeting. The purpose of the amendments is to make the Forest Practices Ordinance consistent with the 2003-2012 Natural Resources Management Plan for the Reservation approved by the Tribe in December 2002. Barack Obama, D-lllinois, visited Portland on Friday, Sept. 7. He addressed a crowd of approximately 4,000 at the Oregon Convention Center as part of his "Countdown to Change" presidential campaign. Before his address, he visited with a small group of 30-35 local Oregonians. Amongst the group were 1 0 Tribal representatives including Tribal Council member Chris Mercier. Obama requested a visit with Tribal leaders and Tribal representatives while he was in Portland and Mercier was part of a the select group. Grand Ronde Tribal Housing Authority Notice to Environmental Consultants For Environmental Assessment Elder Housing Project The Grand Ronde Tribal Housing Authority is requesting pro posals for the preparation of an Environmental Assessment from qualified Environmental Consultants. The Environmental Assessment will be in accordance with both the NEPA and HUD regulations. The Project will consist of one site of approximately 10 acres situated within Yamhill County. The use of the property will be for the development of Elder Housing with future projects such as rental andor homeownership units and other such activities spaces such as walking paths, and seating areas using a mixture of Confederated Tribes of Grand Ronde (Tribal) and HUD funds. Some preliminary staff work has been done on the Environ mental Checklist and will be provided to the selected consultant. A Guidebook for Performing Environmental Reviews, prepared by the Office of Native American Programs, Housing and Urban Development Department, will also be provided. All proposals will be evaluated based on conformance to the published criteria and the proposal that is most advantageous to GRTHA will be selected. The proposals shall be evaluated only on the criteria stated in the RFP. REQUEST FOR PROPOSAL ENVIRONMENTAL CONSULTING SERVICES The Confederated Tribes of the Grand Ronde Community of Or egon, the Nez Perce Tribe, the Confederated Tribes of Siletz Indians of Oregon, the Confederated Tribes of the Umatilla Indian Reserva tion, and the Confederated Tribes of the Warm Springs Reservation of Oregon ("the Tribes") are seeking professional environmental consulting services to assist the Tribes in analysis of CERCLA re lated site investigations and processes. The National Priority List sites for which the Tribes seek consulting services are located in and around Portland, Oregon.
