Smoke Signals Wins Two Awards
During NAJA Convention
Smoke Signals, the bimonthly publication of the Confederated Tribes
of Grand Ronde, received first- and third-place awards from the Native
American Journalists Association during the group's 23rd annual conven
tion held June 9 in Denver.
Smoke Signals staff writer Ron Karten received a first-place award for
best feature in the monthly-bimonthly category for his profile of Tribal
Elder Herman K. Hudson that appeared July 1, 2006.
Smoke Signals, which is designed by graphic designers Justin Phillips and
George Valdez, also was honored for tabloid layout with a third-place award.
The association, based in Norman, Okla., at the University of Oklahoma,
strives to improve communications among Native people and between
Native Americans and the general public.

Grand Ronde Tribal Housing Authority
CALLING ALL COLLEGE STUDENTS
The Grand Ronde Tribal Housing Authority is pleased to announce
the expansion of the service area for the Student Rental Assistance
Program. Students attending classes at an accredited college anywhere
in the United States are now eligible to apply for the Student Rental
Assistance funds. We will accept the first 20 students from outside the
current service area (Oregon, Washington, California) on a first-come,
first-serve basis. For more information and an application, contact

PUBLIC NOTICE OPEN FOR COMMENT
Public notice for comment on the Grand Ronde Tribe's
application for 2008 Low-Income Home Energy Assistance
Program (LIHEAP) Funding. The Grand Ronde Tribe ob
tained a LIHEAP grant last year from the Division of Energy
Assistance within the U.S. Department of Health and Human
Services. This grant program assists income eligible Tribal
members with energy assistance (utility bills, fire wood, etc.),
crisis energy assistance, and weatherization (e.g. furnace
repair, caulking, insulation).
The Tribe's LIHEAP service area includes Polk, Yamhill,
Marion, Multnomah, Washington, Tillamook and Clackamas
counties. If you are interested in obtaining services from
the current program please contact Social Services at 800-242-8196
for energy assistance and the Grand Ronde Tribal
Housing Authority at 503-879-2405 for weatherization.
The Tribe is taking public comment on the 2008 LIHEAP
application which is to be submitted by September 4, 2007.
A draft will be available for review at the Planning & Grants
Development Department at the Tribal Governance Cen
ter on August 17, 2007. You may also call the Planning &
Grants Development at 503-879-2250 with your comments
on the plan or to obtain more information about the plan.
AMENDMENT TO FOREST PRACTICES ORDINANCE
The Tribal Council, in consultation with the Tribal Attorney's
Office, has proposed amendments to the Forest Practices Ordi
nance. A First Reading of the proposed amendments was con
ducted at the July 25, 2007, Tribal Council Meeting.
The purpose of the amendments is to make the Forest Practices
'Ordinance consistent with the 2003-2012 Natural Resources
Management Plan for the Reservation approved by the Tribe in
December 2002.
The Tribal Council invites comment on the proposed amend
ments. For a copy of the Forest Practices Ordinance, please
