10 MAY 15,2007 Smoke Signals Frank Hostler, Sr. Memorial Dinner Saturday, May 19, 2007 noon Silete Community Center Potluck Cassandra Lynn Newman July 30, 1972 April 15, 2007 Tribal member Cassandra Newman passed away on April 15, 2007. She was only 34. Cassandra was born in Randle, Washington to the proud parent's Clarence W. and Tribal member Margaret E. (Taylor) Patching who proceeded her in death on April 1, 2004. Sandra is how her family referred to her. Her nephews, great .nephews, and great nieces referred to her as San-San, except for one great niece who was named after our mom, Jasmine Margaret Ann Bastin. Sandra was the only one who called her baby Mar garet and to Jasmine Sandra she was known as "sunshine." We figure that she came to believe her name to be sunshine because from birth till now age 2, Sandra song to her the song "you are my sunshine my only sunshine." Now baby Margaret who does not understand why she cannot see her sunshine. We tried to explain that now she shines down from above for all to see. Sandra was raised in Rainier, Oregon, later moving to Skamo kawa, Washington. Sandra leaves behind three sisters; Tina Bastin, Debbie Bastin and Rhonda Bond; father Clarence W. Patching. San dra has also left behind her husband of 12 years, Carl E. Newman, and two daughter they raised, Cassie Jane, who was four months old when she came to live with them along with her sister Crystal, who was two at the time. Our little sister will be greatly missed, however we do take comfort knowing she is with our mother and she no longer suffers from extensive medical conditions that weiew she would never recover from. She has finished her journey in life on earth, now she walks on to live in peace for all eternity. Our family has gained so much from being enrolled Tribal members. No word's can express how great full we are, we were not financially prepared for mom or Sandra's burial expenses. We feel without the Tribal burial benefit that our family would not of been able to give our loved ones the kind of service they deserve. So the family of Cassandra L. Newman, would like to say thank you for without your help, this untimely death would of added financial stress on top of grief and sorrow. Many thanks to all family members who helped us during our time of need. A special thank you goes to our mother's sister, Aunt Evelyn Stevens of Yakima, who comforted us and prayed with us girls. She encouraged us to be strong for mom and Sandra. She listened to our cry's of pain. We are so blessed to have her as our aunt. Frank Harold Hostler, Sr. August 31, 1938 April 23, 2007 Frank Hostler, Sr., 68, a resident of Grand Ronde passed away on Monday, April 23, 2007. He was born on August 31, 1938 in Crescent City, California the son of Fred and Laura Scott Hostler. He was raised in Smith River, California area working as a logger, faller, hook tender, and many other duties in the woods. He attended Barber College in Oakland, California and barbered for many years. He served in the U.Sn Navy from 1955 to 1959, in the Navy Reserves and Oregon Na tional Guard from 1977 to 1980. Frank was a big NASCAR fan and enjoyed attending races in Lebanon and in Woodburn. He was a member of the Siletz Tribal Council and a member of the Shaker Church. He enjoyed traveling the pow-wow circuit, making drums and teaching others to make them and the Sweat Lodge. He was a passionate man about his work and help ing others when nobody else would. He is survived by his sons Frank Hostler, II of Salem, Oregon and Joseph Hostler of Hoopa, California, daughters Shawn Jones and Lydia Logan, both of Grand Ronde, Oregon along with eight grandchildren. He is also survived by a brother Elmer of Nellie-chun-dun, California, sisters Betty of Crescent City, California and Viola of Smith River, California. He was preceded in death by brothers Thomas, Freddie, Joe and a sister Darlene. . v'.-' PUBLIC RECORDS ORDINANCE OPEN FOR COMMENT The Tribal Council, in consultation with the Tribal Attorney's Office, is considering adoption of a Public Records Ordinance. .The proposed Ordinance was given a First Reading at the May 2, 2007, Tribal Council Meeting. The purpose of this Ordinance is to set forth an orderly method for Tribal members to request and receive copies of, or access to, certain Tribal records. The Tribal Council believes that Tribal Administration has a responsibility to inform its members about matters of interest to the entire membership, and that making Tribal records available to Tribal members helps fulfill this re sponsibility. The Tribal Council further believes that Tribal gov ernment should be open and transparent, but recognizes that the protection of Tribal sovereignty and culture prevents disclosure of some Tribal records. Among other things, the Ordinance (1) creates the position of Records Administrator and defines this position's.duties and re sponsibilities, (2) defines what records are subject to and excluded from disclosure, (3) sets forth the process for requesting copies of or access to Tribal records, and (4) provides a process to appeal denials of requests.
