Veterans' Office Has New Location
The Veterans' Office has moved to a new location. It is now located in
Clone Labonte's office at the end of Blacktail Drive in Grand Hondo. The

Free Books At "Fun In The Park" Event
The Boones Ferry-Wilsonville Historical Society of Wilsonville, Oregon
would like to announce some books that are given out at the "Fun in the
Park" city celebration Saturday, August 5 in Town Center Park, Town
Center Loop, Wilsonville, Oregon. The first page features the Kalapuyan
Indians. There is no age limit required to receive a book, as we have found

Spirit Mountain is a great com

I originally started working for
Spirit Mountain in February, 1998
and worked through March of 2005. In
2005, I took a position closer to home.
However, in December, 2005, 1 enrolled
in school and came back to work for
Spirit Mountain in order to be closer
to my school and have the flexibility
needed for my school schedule.
Spirit Mountain has become like
home and family to me. I have learned
many skills that have helped me not only professionally but per
sonally. I have a better understanding of dealing with diversity,
gained confidence, and improved my computer skills and patience
immensely in my time of employment here at Spirit Mountain. I
have built an outstanding rapport with my co-workers and leader
ship members which is priceless to me.
Working at Spirit Mountain gives me a feeling of giving back to
the Tribe for all it has done for us. As Tribal members, it is our
responsibility to set the example as owners of the casino. We need
to demonstrate reliability, dependability, and professionalism at all
times while continually looking for opportunities to improve."

TRIBAL PREVAILING WAGE ORDINANCE
The Tribal Council, in consultation with the Grand Ronde Tribal
Housing Authority and the Tribal Attorney's Office, has adopted the
Tribal Prevailing Wage Ordinance. The Ordinance was adopted, on
an emergency basis pending final adoption in accordance with the
procedures set out in the Tribal Government Organization and Pro
cedures Ordinance, at the June 28, 2006, Tribal Council Meeting.
The purpose of the Ordinance is to provide a mechanism to establish
Tribal prevailing wages which supersede all federal wage determina
tions on projects funded pursuant to the Native American Housing
Assistance and Self-Determination Act of 1996 (NAHASDA) and other
federal laws containing requirements for the establishment and pay
ment of a determined prevailing wage such as wage determinations
set under the Davis-Bacon Act. The establishment of Tribal prevail
ing wages promotes the general welfare and economic development
of the Tribe by decreasing the cost of development projects funded
by the U.S. Department of Housing and Urban Development (HUD)
pursuant to NAHASDA.
Among other things, the Ordinance (1) contains procedures for estab
lishing Tribal prevailing wages, (2) requires a provision for payment
of not less than Tribal prevailing wages in agreements with the Tribe
or any of its departments or entities funded pursuant to NAHASDA
or other federal laws containing requirements for establishment and
payment of a determined prevailing wage for construction, installa
tion, alteration, repair or maintenance of buildings or works, and (3)
contains provisions for enforcement of the requirements under the
Ordinance.

PROPOSED AMENDMENTS TO THE GENERAL
COMMITTEEAND SPECIAL EVENT BOARD ORDINANCE
The Tribal Council, in consultation with the Tribal Attorney's Office,
has proposed amendments to the General Committee and Special Event
Board Ordinance. The first reading of the proposed amendments was
made at the July 12, 2006, Tribal Council Meeting.
The purpose of the proposed amendments is to improve the Ordinance
by clarifying provisions pertaining to the role of committees, membership
requirements, reporting requirements, duties of officers, and require
ments for financial transactions.
The proposed amendments include the following: (1) clarification of
the role of committees; (2) exception for membership on an ad-hoc com
mittee or board from the limitation that an individual may not serve
as a voting member on more than two committees or boards at a time;
(3) prohibition of persons with certain felony convictions from serving
on a committee or board; (4) clarification that committees and boards
shall make a report to General Council on an annual basis; (5) clarifica
tion of the duties of the office of vice-chairman; and (6) clarification of
documentation requirements for financial transactions.

GOVERNMENTAL RELATIONS ORDINANCE
The Tribal Council, in consultation with the Tribal Attorney's
Office, has proposed amendments to the Governmental Relations
Ordinance. The first reading of the proposed amendments was made
at the July 12, 2006, Tribal Council Meeting.
The purpose of the proposed amendments is to update the Ordi
nance to reflect the establishment of the Public Affairs Office and
the Public Affairs Director position. The proposed amendments
also replace references to the Executive Officer with Public Affairs
Director as the individual to assist Tribal Council with public rela
tions and intergovernmental communication.
