FL PROPOSED RE-ENACTMENT OF TRIBAL ETHICAL STANDARDS ORDINANCE WITH AMENDMENT The Tribal Council, at the recommendation of the Ethics Task Force, has proposed re-enactment of the Tribal Ethical Standards Ordinance with amendment. The first reading of the proposed re enactment was made at the April 5, 2006, Tribal Council Meeting. The re-enacted Ordinance would reinstate the Tribal Ethical Stan dards Ordinance in effect on March 5, 2003, as amended by Resolution 48-03, which amendment excludes any judge or pro-tem judge of the Tribal Court and Tribal Court of Appeals from the definition of an Official or Employee subject to the Ethics Ordinance. Comments must be received by May 15, 2006, at 5 p.m. Dear Grand Ronde Tribal Members: This is to notify the Grand Ronde community that the Tribal Council has authorized an Ad Hoc Committee to study adoption of a new Ethics code. The Ad Hoc committee is comprised of eight members. They are Marvin Kimsey, Jackie Whisler, Dean Mercier, Candy Robertson, Brad Kowing, Gene LaBonte, Val Grout and Bob Mercier. We will be communicating with the Tribal Membership via General Council meetings and the Tribal newsletter. Our first advisory deci sion is to have the Tribal Council immediately re-enact the previous Ethics Code rescinded on March 5, 2003 until a new Ethics Code can be drafted and adopted by Tribal Council. Further advisory recommendations will be made in the coming months. PROPOSED AMENDMENT TO GAMING ORDINANCE OPEN FOR COMMENT The Tribal Council, in consultation with the Finance Division and the Tribal Attorney's Office, has proposed an amendment to the Gaming Ordinance. The first reading of the proposed amendment was made at the April 5, 2006, Tribal Council Meeting. The proposed amendment omits certain language from Section (f) of the Gaming Ordinance. Section (f) of the Ordinance currently requires that "at least ten percent (10) of net revenues after debt service shall be allocated to Tribal endowments for increased health care benefits, education, and housing. The Finance Officer shall make this calculation at the end of the first quarter after the end of each full year of operation." The proposed amendment de letes the following language from Section (f): "for increased health care benefits, education, and housing." The proposed amendment will provide more flexibility to the Tribe to use this 10 to fund all Tribal endowments. The Tribal Council invites comment on the proposed amendment. Participants should have never been married and have no children. All must be enrolled in and currently attending a public or private school. All must be drug and alcohol free. Must have one year of pow-wow experience. Must have their own regalia, or be able to make their own regalia before the application deadline. Participants must be willing and able to attend all Veterans' events and be prepared to represent the Veterans and the Tribe. Must have a parent or sponsor willing to participate and attend activities with the girls and boys and provide transportation. Royalty Court participants and their parent or sponsor must attend all required events (pow-wows, parades, fund-raisers, organizational meetings and others). Absences can be prearranged with the Royalty Committee Advisor. Three un- excused absences will result in disqualification from Royalty Court. Please note that all participants receive 1 point for every event for the contest. Royalty Court participants are expected to stay for the duration of the events. This includes helping set up for events such as meetings and parades, as well as dancing during Grand Entry, InterTribals and staying until the flags are retired unless pre approved with the Royalty Advisor. Participants are expected to speak in front of large groups of people. Royalty Court participants must be willing and able to dance. Remember: You are all part of a team and are expected to treat yourselves, running mates and others with respect at all times.
