5:00 p.m. Meeting was called to order by Tribal Council Vice-Chair,
Angie Blackwell. A quorum was present.
Present was Angie Blackwell, Jack Giffen, Jr., Reyn Leno, Chris Mercier,
Kathleen Tom, Wink Soderberg and Wesley "Buddy" West.
Excused was Cheryle Kennedy (travel) and Jan D. Reibach (personal
leave).
Invocation was done by Wesley "Buddy" West.
PREVIOUS MINUTES APPROVEAMEND
Reyn Leno moved, Chris Mercier seconded to approve the February 8,
2006, Tribal Council regular meeting minutes as presented. Motion car
ried 6-0-0.
NEW BUSINESS
LEGISLATIVE ACTION COMMITTEE
Tribal Credit Card Procurement Manager. Wesley "Buddy" West
moved, Jack Giffen, Jr. seconded to adopt Resolution No. 041-06 approving
the exception to the Tribe's credit card policy for the Tribe's Procurement
Manager, Lawrence Leith, for the purpose of making purchases on behalf of
the Tribal Government operations from vendors that do not accept purchase
orders. Motion carried 6-0-0.
ANA Environmental Regulatory Grant Application. Jack Giffen,
Jr. moved, Wink Soderberg seconded to adopt Resolution No. 042-06: 1)
approving application to the Administration for Native Americans for a
$206,196 Environmental Regulatory Enhancement grant for a Lamprey
Eel Radio telemetry Project; 2) committing a total of $51,655 in matching
funds over two years from a combination of cash, in-kind staff time, and
volunteer time and from the application of a reduced indirect rate of 39.6
with the $9,715 balance of indirect on grant direct cost items to be provided
by Tribal contingency; and 3) authorizing the Tribal Council Chairwoman
or, in her absence, the Vice-Chair to execute documents for this application
and associated funding and that they or their designees may negotiate on
behalf of the Tribe. Motion carried 6-0-0.
Institute of Museum & Library Services (IMLS) 2006 Basic Library
Services Grant Application. Chris Mercier moved, Jack Giffen, Jr. sec
onded to adopt Resolution No. 043-06: 1) approving the Tribe's application
to the Institute of Museum & Library Services (IMLS) for a $6,000 Basic
Grant with EducationAssessment; and 2) approving to provide the cost
of indirect out of the Tribe's contingency budget; and 3) authorizing the
Tribal Council Chairwoman or, in her absence, the Vice-Chair to execute
documents necessary for this funding. Motion carried 6-0-0.

Affiliated Tribes of Northwest Indians 2006 Mid-Year Conference is
hosted by the Colville Reservation and is scheduled for May 15-18, 2006,
in Spokane Valley, Washington at the MirabeauPark Hotel & Convention
Center. Rooms, registration, and airline arrangements need to be made.
Off-Site General Council Meetings Sunday, April 2, 2006, is sched
uled for 11 a.m. at the Valley River Inn, 1000 Valley River Way, Eugene,
Oregon 97401.

2006 Grand Ronde Tribal Community Meetings Notice
This year the Tribal Member Community Meetings for the Confederated Tribes of Grand Ronde have been scheduled to discuss the prioritiza
tion of Tribal programs and services and membership enrollment issues. An informal open house, focused on available Tribal programs, will
precede each of the meetings that take place away from Grand Ronde. Your participation in these meetings is needed to help lay out the future
of the Tribe. A full buffet meal will be served at each meeting.
