H Release of Gaming Dividend Funds re: Elders' ActivityCom
munity Center Construction Phase. Wink Soderberg moved, Wesley
"Buddy" West seconded to adopt Resolution No. 016-06 authorizing the
transfer of funds totaling $1,200,000 from the gaming dividend fund, in
order to pay for a portion of the cost of the construction of the Elders Ac
tivityCommunity Center project, and that this resolution shall remain in
full force and effect until the project has reached completion. Discussion
followed. Motion carried 7-0-0.
Culture Committee Re-AppointmentAppointments. Angie Black
well moved, Reyn Leno seconded to adopt Resolution No. 017-06: 1)
appointing Erik Thorsgard to fill the vacancy left by David Lewis with a
term ending December 31, 2006; 2) appointing Valorie Sheker Robertson
to fill the vacancy left by Janet Phillips with a term ending December 31,
2006; 3) appointing Linda Brandon and Elaine LaBonte with terms end
ing December 31, 2007; and 4) re-appointing Don Day and Robert "Bob"
Tom with terms ending December 31, 2007 on the Culture Committee.

Reibach moved, Reyn Leno seconded to adopt Resolution No. 018-06: 1)
re-appointing Margaret Provost, Terri Wood and Cordelia Kneeland with
2-year terms ending December 31, 2007; and 2) appointing Val Grout for
a 2-year term ending December 31, 2007, on the Enrollment Committee.
Motion carried 6-0-1. Jack Giffen, Jr. abstained.
D Pow-wow Special Event Board Re-AppointmentsAppointment.
Wink Soderberg moved, Jack Giffen, Jr. seconded to adopt Resolution
No. 019-06: 1) re-appointing Jackie Provost and Floriene Hoff for 2-year
terms ending December 31, 2007, and 2) appointing Reina Nelson for a
2-year term ending December 31, 2007 on the Pow-wow Special Event
Board. Motion carried 7-0-0.
Rodeo Special Event Board Re-Appointment. Wesley "Buddy"
West moved, Jack Giffen, Jr. seconded to adopt Resolution No. 020-06
re-appointing Norris Merrill to the Rodeo Special Event Board for a two
year term ending December 31, 2007. Motion carried 7-0-0.
Fish & Wildlife Committee Re-Appointment. Jack Giffen, Jr. moved,
Chris Mercier seconded to adopt Resolution No. 021-06 re-appointing
Harold Lyon to the Fish & Wildlife Committee for a 2-year term ending
December 31, 2007. Motion carried 7-0-0.

Council member Chris Mercier left the meeting due to another
business engagement.
OTHER BUSINESS
B Valorie Sheker-Robertson 2236 made the following remarks: 1.
Thanked the Tribal Council for appointing her to the Tribe's Culture Com
mittee and hopes to continue the Tribe's efforts on the ATNI EldersCulture
Committee regarding the Fort Vancouver Cemetery Project and others.2.
Offered any assistance to council member Angie Blackwell and Risk Manager
Director Debby Larsen regarding their Uncle, whom has taken ill. 3. Pre
sented the Tribal Council with correspondence from the employees of Spirit
' Mountain Gaming, Inc.'s (SMGI) Bingo Hall and asked council the plans for
the space. Discussion followed. Councilwoman Kennedy advised that the
Board of Directors for SMGI is still discussing future plans. Council member
Blackwell stated that plans to offer entertainment in the future are still being
discussed. For instance, some ideas under consideration are as follows: 1)
outdoor concerts, 2) usage of the banquet rooms, and 2) possibly combining the
Legends and Summit restaurant areas for holding entertainment events.
B Ken Gregg 208 commented on the Board of Directors for SMGI's
directions regarding Spirit Mountain Casino. He would like the board to
consider a destination resort.
Les McKnight 810 commented about the decision to close the Bingo
Hall. Councilwoman Kennedy advised that the SMGI Board of Directors
is considering remodeling the area to offer other options to patrons of the
casino.
D Betty Bly 3544 made the following remarks: 1. Shared concerns
that information being shared on web site "grandronde.online" needs to
be stopped regarding potential loss of Elders' pension as it is upsetting
Elders. Could council tell the people to stop these comments? Council
member Blackwell re-affirmed that council is aggressively looking at ways
to fully fund the Elders Endowment. Council member Wesley "Buddy"
West stated that our Elders are a precious commodity and council would
not consider removing the Elders' pension benefit. 2. Asked if applications
for Enrollment Requirement Ad Hoc Committee are still being accepted?
Council member Blackwell stated an application form will be in the Febru
ary 1 issue with the deadline set for Friday, February 17, 2006. 3. Raised
concerns that hiring standards may not be reachable by Tribal members.
Council is working with Human Resources to review job posting on an on
going basis looking to the best fit for the Tribe's needs.
B Dan Provost 1485 raised concerns regarding the mentoring program and
the assistance received by Tribal members by Spirit Mountain Casino Human
Resources personnel. Discussion followed. Councilwoman Kennedy advised
that employment matters can not be discussed in a public setting, said that
the council would look into the matter. Council member Soderberg stated
that inquires had been made and would get back to the Mr. Provost. Interim
General Manager Chris Leno, also agreed to review Mr. Provost's concern.
B Charlotte Gray 1517 asked why qualification requirements are so high
on most job postings. Human Resources Director Judy Zettergren advised
that several factors are considered when designing a job description. Among
other things management considers the 1) essential functions of the job;
2) what similar jobs; 3) the vision of the supervisor; and 4) the input of the
person requires who's working the job, if available. In addition, the Tribe is
studying compensation packages of its employees on an on going basis. The
Tribe is evaluating whether: 1) there are too many hurdles to obtaining the
job; 2) existing hurdles reasonable; and 3) how much work experience can be
exchanged for degree qualifications. The results of this review will be shared
with the General Manager and then brought forward to the council.
B Dan Provost 1485 inquired as to whether Round Valley LLC will be
posting notice of an open position soon. Interim Director of Operations Pete
Wakeland stated there may be a possible opening at Round Valley LLC and
would then be posted first internally for Tribal member consideration.
B Linda Olson 17 asked whether Tribal members could attend the
discussions on the proposed reorganization of Tribal programs. Council
woman Kennedy advised that the council is holding internal discussion
with an outside firm. Information will be shared with the membership
through direct communication, Smoke Signals, mailings and at future
community meetings during which input from the membership can be
considered. Discussion followed.
B Charlotte Gray 1517 made the following remarks: 1. Announced that
the Eugene Satellite Office offers meals to Tribal members on Mondays.
2. Asked that surveys to the membership, include a postage paid reply
envelope. 3. Asked about the status of a Tribal museum. Councilwoman
Kennedy responded that the council has made no decisions and are talk
ing about an interpretive center. Annually the council sets the priorities
within the budget as to any infrastructure buildings being built.
B Maxine Rock 1173 commented on Tribal member Ken Gregg's state
ments. B Hope Lafferty 2340 asked whether the council plans to have more educa
tion scholarship opportunities available to Tribal members. Discussion fol
lowed. Councilwoman Kennedy advised that the council is looking to funding
all eligible education scholarships applicants in the calendar year of 2006.
B Valorie Sheker-Robertson 2326 raised concerns regarding the riders
on the proposed Rose Festival float for this year. Neither council member
Angie Blackwell or Reyn Leno were interested in riding on the float this
year and supported the royalties to ride.
