B Andy Riggs Road Parcel Property Purchase Cost Fund Transfer Au
thorization. Wesley "Buddy" West moved, Jack Giffen, Jr. seconded to adopt
Resolution No. 185-05 authorizing the funding of the purchase of the Andy
Riggs Road Parcel from the Gaming Dividend Fund Balance that was originally
funded through the FY2005 Contingency Budget and reimburse the FY2005
Contingency Budget for the purchase price. Discussion followed. Motion car
ried 5-0-0.
UBS Line of Credit Short-Term Loan to Spirit Mountain Casino. Jan
D. Reibach moved, Wink Soderberg seconded to adopt Resolution No. 186-05
authorizing a loan of up to $7,000,000 from the UBS Bank USA Line of Credit to
Spirit Mountain Gaming, Inc. for a period of 12 days to enable cashing of Per Capita
checks by Tribal members in December 2005 at Spirit Mountain Casino. Discus
sion followed. Motion carried 5-0-0.
B Title IV-E Foster Care and Adoption "Assistance Program Agree
ment No. 99459" Amendment 1. Jack Giffen, Jr. moved, Jan D. Reibach
seconded to adopt Resolution No. 187-05: 1) approving Amendment 1 to
the Title IV-E Foster Care and Adoption Assistance Program Agreement No.
99459 between the Tribe and the State of Oregon; 2) authorizing the Tribal
Council Chairwoman and the Tribe's Social Services Department Manager, with
the assistance of the Tribal Attorney, to finalize and execute said Amendment;
and 3) authorizing the Tribal Council Chairwoman and the Tribe's Social Ser
vices Department Manager; with the assistance of the Tribal Attorney, to ne
gotiate, finalize and execute any future amendments to the agreement.
Discussion followed. Motion carried 5-0-0.
B Alcohol and Drug Prevention Funding Agreement No. 113816 Amend
ment. Wink Soderberg moved, Wesley "Buddy" West seconded to adopt Reso
lution No. 188-05: 1) approving Amendment 1 for agreement 11316, with
the State of Oregon acting by and through the Department of Human Services;
2) authorizing the Tribal Council Chairwoman and the Tribe's Social Service
Department Manager, with the assistance of the Tribal Attorney, to finalize
and execute said Amendment; and 3) authorizing the Tribal Council Chair
woman and the Tribe's Social Services Department Manager, with the assis
tance of the Tribal Attorney, to negotiate, finalize and execute any future
amendments to the Agreement. Discussion followed. Motion carried 4-0-1.
Kathleen Tom abstained.
B Ceridian Contract and Consent of Jurisdiction. Jack Giffen, Jr. moved,
Wink Soderberg seconded to adopt Resolution No. 189-05: 1) authorizing the Fi
nance Officer, or his designee, to sign the Agreement for tax filing, check writing
and garnishment services with Ceridian Corporation; and 2) consenting that dis
putes arising under the Agreement may be heard in the State or Federal Courts in
Oregon. Discussion followed. Motion carried 4-1-0. Kathleen Tom voted no.
B HeadStart Internal Dispute Resolution Policy Amendment. Wink
Soderberg moved, Kathleen Tom seconded to adopt Resolution No. 190-05: 1)
approving the amendment to the Tribal Head Start Program Internal Dispute
Resolution Policy; and 2) authorizing and directing the Education Committee to
exercise the authority assigned to it in the Policy. Discussion followed. Motion
carried 5-0-0.
ENROLLMENT
B Infant Determinations. Jack Giffen, Jr. moved, Jan D. Reibach seconded
to adopt Resolution No. 191-05 approving four (4) infants numbered 5524
through 5527 for Tribal membership, because, based on the investigation and
recommendation of the Enrollment staff, the infants have been found to meet
the eligibility requirements for enrollment as defined in the Enrollment Ordi
nance and Tribal Constitution. Discussion followed. Motion carried 4-0-1.
Wesley "Buddy" West abstained.
B Infant Determination Denial. Wink Soderberg moved, Jack Giffen, Jr.
seconded to adopt Resolution No. 192-05 denying membership to infant, Jane
Doe (date of birth 09-16-05, application received 111505), because, based on the
investigation and recommendation of the Enrollment staff, the applicant does not
meet the enrollment requirement under the Tribal Constitution and the Enroll
ment Ordinance. Motion carried 4-0-1. Wesley "Buddy" West abstained.

NOTICES
B Mid-Willamette Valley Council of Government's Annual Meeting and Dinner
is scheduled for Wednesday, January 25, 2006, from 6-9 p.m. at the Roth's Hos
pitality Center, Oregon Room in West Salem. The keynote address is to be deliv
ered by Mr. Ray Naff, Governor Kulongoski Director of Intergovernmental
Relations. RSVP requested before January 18, 2006. Kathleen Tom
OTHER BUSINESS
B Val Grout 268 asked the following: 1. Whether the rumors were correct
that a Tribal member is to be paid some funds and to receive a horse from the
Tribe? Discussion followed. The Tribal member is to receive payment for
hours worked at a Tribal event. No debts held by this Tribal member are
being forgiven. 2. Whether a rumor was true that the Elders Pension ben
efits are being cut. Council members advised that no action is under consid
eration to cut the Elders benefits. 3. That a prayer be said for Tribal member
Valorie Sheker-Robertson, who has been re-admitted to the Willamette Medical
Center in McMinnville, Oregon. (She is currently at home recovering).
B Council member Kathleen Tom and several Tribal members announced
that: 1) Tribal member Mario George is also hospitalized in Portland, Or
egon, (Sadly, George passed away on December 12). 2) Camille Mercier, Spirit
Mountain Casino Human Resources Director is also under hospital care,
(Mercier is currently recovering at home). 3) Cheryle Kennedy, Tribal Council
Chairwoman and Dakota Whitecloud, Tribal Council Relations Coordinator
are out of the office due to illness, (currently are back at work).
B Adrainne N. Lianeza 1715 spoke to the following: 1. Commented to a
question from Tribal "member Rebecca Crocker 1807 as to why she reads
from prepared statements. This is her protection from possible misquoting.
Asked that council request a retraction from Ms. Crocker for her earlier state
ment. 2. Commented that at least two council members (not named) showed
lack of self control when answering her concerns at meetings. She asks for
the same respect that Tribal Council asks when being addressed. Ms. Lianeza
asks that council stop abusing their power and acting with personal vendet
tas. She is willing to talk again with council after the meeting. She stated
that she had an enlightening meeting with council prior to this meeting.
B Marcia Bolton 1187 asked when the payback on the loan for the Spirit
Mountain Lodge is anticipated. Council member Leno advised that the pay
back period has been extended to CY2007.
B Bernadine Shriver 1741 asked the status of the Ethics Ordinance Task
Force. Council member Leno advised that the Task Force has been estab
lished by Tribal Council and Tribal Council are awaiting a status report.
Siobhan Taylor, Public Affairs Director, announced that the next issue of
Council News will include an article on the Ethics Ordinance Task Force.

B June Sell-Sherer 735 asked whether council is considering forgiving
an education loan for a Tribal member and will Tribal members be ap
prised if the debt is forgiven. Council member Leno stated that council
has not met on this issue. A meeting was proposed in December but not
confirmed. Council member Kathleen Tom advised of the policy to ap
peal for forgiveness of an education debt. The Acting General Manager
Chris Leno offered possible scenarios where an education debt may be for
given. Council member Tom asked whether education debts that are for
given are confidential. Mr. Leno stated that the person's name is merely
removed from a list identifying debts owed the Tribe. Discussion followed.
B Janet Phillips 4883 asked whether the membership will have any
input in the proposed new Ethics Ordinance to be generated by the
Ethics Ordinance Task Force and who are the members. A letter was
forwarded to past Tribal Council members, asking whether they would
be willing to sit on the Task Force. Council member Leno stated that
any proposed Ordinance will be placed before the membership for com
ments prior to possible adoption by the council. Council member Wink
Soderberg advised any member to write a letter to the Task Force with
your questions andor concerns. The Task Force meetings are open to
the membership. Ms. Phillips would like more voice from the people in
action taken by the Tribe.
B Linda Olson 17 offered her thoughts on handling rumors andor gossip. Take
responsibility to learn the truth by attending the meetings andor contacting a
Tribal Council member or Tribal program.
B Charlotte Gray 1517 supported the comment that more things need to have
membership voice.
B Linda Olson 17 asked for more information on the Tobacco Prevention Grant
discussed at the November 9, 2005, Tribal Council meeting. Dave Fullerton,
Social Services Department Manager advised that the grant funding pays for a
portion of Tribe's Youth Prevention Program employee. Some activities are to
sponsor and host a tobacco free event, creating a tobacco free zone on Tribal
grounds, etc. A copy of a calendar of events will be provided to the council mem
bers for their records and possible involvement.
B William Kellogg 3137 announced that the Grand Ronde Postmaster was in
the hospital in Salem (Grand Ronde Postmaster Phil Burns is currently recov
ering at home).
B Val Grout 3268 stated the following:, 1. Wished each and everyone a Merry
Christmas and Happy New Year. Thanked the Tribal Council present and past
members for what the Tribe has achieved. The Tribe is so blessed for benefits
received. 2. Asks that the Tribal Council pull together. The membership would
like to hear the Tribal Council prefacing more statements with "we", putting
aside personal differences. 3. Asks that the council vote what they feel, not
necessarily what others want.
B Council member Kathleen Tom wished everyone a Merry Christmas and Happy
New Year. In addition, Ms. Tom asked all to join in and sing "Happy Birthday
to Colleen Branson, who is having her birthday today.
B Wanda McCoy 996 thanked the Tribal Council for all the benefits she re
ceives and announced she is a two time winner of the Star Award from the
management at Spirit Mountain Casino.
B Bernadine Shriver 1741 thanked the council that attended the Portland sat
ellite office Christmas Party.
B Maxine Rock 1 173 stated that Tribal members, who sue Tribal Council should
be disenrolled by a vote of the Tribal member membership.
