5:00 p.m. Meeting was called to order by Tribal Council Vice-Chair,
Angie Blackwell. A quorum was present.
Present was Angie Blackwell, Jack Giffen, Jr., Reyn Leno, Chris Mercier,
Jan D. Reibach, Wink Soderberg, Kathleen Tom and Wesley "Buddy" West.
Excused was Cheryle Kennedy (business travel).
Invocation was done by Wesley "Buddy" West.
PREVIOUS MINUTES APPROVEAMEND
Reyn Leno moved, Wesley "Buddy" West seconded to approve the Octo
ber 12, 2005, Tribal Council regular meeting minutes as presented. Mo
tion carried 5-0-1. Jan D. Reibach abstained. Wink Soderberg not
present for vote.
NEW BUSINESS
General Council Meeting November 6, 2005, Agenda Items
a. Budget Hearing
b. Door Prizes $250 (1 at $100 and 3 at $50).
By full consensus of council, the General Council meeting agenda items
are approved as read.
LEGISLATIVE ACTION COMMITTEE
B Enrollment New Members. Jack Giffen, Jr. moved, Wesley "Buddy"
West seconded to adopt Resolution No. 167-05 approving the Tribal mem
bership of individuals numbered 5503 through 5517, because, based on
the recommendation of the Enrollment Committee, the individuals meet
the requirements of the Constitution and the Enrollment Ordinance.
Motion carried 6-0-0. Wink Soderberg not present for the vote.
Enrollment Infant Determinations. Reyn Leno moved, Wink
Soderberg seconded to adopt Resolution No. 168-05 approving two (2)
infants numbered 5518 and 5519 for Tribal membership, because, based
on the investigation and recommendation of the Enrollment staff, the in
fants have been found to meet the eligibility requirements for enrollment
as defined in the Enrollment Ordinance and Tribal Constitution. Motion
carried 7-0-0.
Enrollment Requirements Ad Hoc Committee: Staff Membership.
Jack Giffen, Jr. moved, Reynold L. Leno seconded to adopt Resolution
No. 169-05 affirming its appointments to the Enrollment Requirements
Ad-Hoc Committee, despite there being more than two staff members on
the Ad-Hoc Committee. The Ad-Hoc Committee has two additional posi
tions, as allowed by Ordinance, and the appointments to the Ad-Hoc Com
mittee were made from the applications submitted and carefully reviewed
by the Tribal Council with the goal of having a fair balance of views on
enrollment issues represented on the Ad-Hoc Committee. Motion car
ried 6-0-1. . Kathleen Tom abstained.
B 2005 Gaming Per Capita Payment Date Declaration. Reyn Leno
moved, Chris Mercier seconded to adopt Resolution No. 170-05 declar
ing December 15, 2005, as the Payment Date for Purposes of the 2005 Per
Capita Distribution and directing the Finance Office, in accordance with
Revenue Allocation Plan, to make the Per Capita Payment for 2005 on or
before the Payment Date. Motion carried 7-0-0.
B Independent Auditors Selection. Reyn Leno moved, Wink Soderberg
seconded to adopt Resolution No. 171-05 authorizing the Finance Of
fice to negotiate and, with the assistance of the Tribal Attorney, finalize
and execute agreements with Deloitte & Touche, LLP (D&T) for the 2005
and 2006 annual independent audits of the Tribe and all its components
and enterprises in an amount not to exceed the D&T proposed schedule of
fees under an audit relationship covering the next five years through 2009.
Motion carried 7-0-0.
OTHER BUSINESS
B Valorie Sheker Robertson 2236: Read an excerpt from correspondence
addressed to the Royalty Special Event Board regarding the decision that
there will be no selling of raffle tickets at the Restoration Pow-wow, coun
cil Vice-Chair Blackwell stated that the Restoration Coordinators Dakota
Whitecloud and Jackie Provost had advised council of their action and that
council had upheld their decision. Discussion followed. Asked why coun
cil members: Kathleen Tom, Chris Mercier and Angie Blackwell's attorney's
fees were paid, but council member Jan D. Reibach and former council
member Bob Haller's attorney fees had not been paid. Council Vice-Chair
Blackwell asked Deborah Larsen, Risk Management Manager to respond.
Ms. Larsen advised that Finance is reviewing this matter. Council mem
bers Blackwell and Mercier's attorney fees were paid under the Tribe's
current insurance policy. A different policy was in place at the time Mr.
Haller's and council member Reibach's fees were incurred. Finance is con
ducting a review of the policies in place at the time those fees were incurred
to determine if they should have been covered.
B Buddy White 850 inquired as to the results of the Tribal membership
community meetings. Council Vice-Chair Blackwell advised that Kim
Rogers of the Policy & Planning Department would have the information.
However, the council is using the membership's comments in pursuing grant
opportunities and considering while reviewing the proposed 2006 calen
dar budgets.
B Gary Butler 4547 explained that he sought assistance from the Social
Services Department after recent surgery and was denied. Council Vice
Chair Blackwell offered that council would look into the matter and ad
vised him by Friday, October 28, 2005. Acting General Manager Chris
Leno also offered to work with Mr. Butler.
B Donna Casey 829: Asked for clarification on the comment that Roy
alty funds had been used inappropriately. Council member West stated
that he did not use the term "misused." He expressed concern that funds
were not being spent on the Royalty girls and then gave an example of
council receiving a request for ten jackets. Five jackets were for the girls
and the other five for board members. He felt the board members were
not in need of jackets only the girls. Commented on the decision made not
allowing the Royalty girls to sell raffle tickets. Council Vice-Chair Blackwell
reiterated that the decision has been made and has the support of council.
Clarified that it was not a member of the Royalty Board who mistakenly
introduced Marcellus Norwest Selwyn's granddaughter at the Grand Ronde
Pow-wow last August but Molly Reimer, one of the Royalty Judges.
B Tina Butler 2379 commented on the decision to not allow the selling of
raffle tickets at the Restoration Pow-wow. Council Vice-Chair Blackwell
stated the council supports the Royalty girls but growth in their budget,
especially during the last five years.

The Cos-man Cometh Comedian Bill Cosby performed before a sell-out
crowd at Spirit Mountain Casino on Friday, November 1 1 . Cosby wore the words
"Hello Friend" on his sweatshirt, which represents the title to a jazz album he pro
duced as well as a tribute to his deceased son. Cosby was also the star in the hit
television sitcom "The Cosby Show" which aired from 1984-1992.
