5 p.m. Meeting was called to order by Tribal Council Chairwoman, Cheryle
Kennedy. A quorum was present.
Present was Jack Giffen, Jr., Cheryle Kennedy, Reyn Leno, Chris Mercier,
Wink Soderberg and Wesley "Buddy" West.
Excused was Angie Blackwell (Business Travel), Jan D. Reibach (Personal
Leave), Kathleen Tom (Personal Leave).
Invocation was done by Wesley "Buddy" West.
PREVIOUS MINUTES APPROVEAMEND
Reyn Leno moved, Jack Giflen, Jr. seconded to approve the September 28, 2005,
Tribal Council regular meeting minutes as presented. Motion carried 5-0-0.
vention for $224,910 in Tribal Youth Program funding; and 2) authorizing the
Tribal Council Chairwoman or, in her absence, the Vice-Chairwoman, to execute
the agreement. Discussion followed. Motion carried 5-0-0.
UBS Bank USA Line of Credit Transactions Authorized Signatures
Amendment. Reyn Leno moved, Wink Soderberg seconded to adopt Resolution
No. 164-05 updating the authorized signatures for the Tribe's UBS Bank USA
Line of Credit Transactions. Motion carried 4-0-1. Chris Mercier abstained.
Tribal Investment Accounts Authorized Signatures Amendment.
Wink Soderberg moved, Reyn Leno seconded to adopt Resolution No. 165
05 updating the authorized signatures for the Tribal investment accounts.
Motion carried 4-0-1. Chris Mercier abstained.
NEW BUSINESS
LEGISLATIVE ACTION COMMITTEE
NCAI DelegateAlternate & Tribal Membership Dues. Jack Giffen,
Jr. moved, Reyn Leno seconded to adopt Resolution No. 155-05: 1) au
thorizing the Tribal Council Chairwoman to take the necessary action to
place the Tribe in membership in National Congress of American Indians
(NCAI) in the amount of $5000, based on the NCAI By-laws; and 2) appoint
ing Jan D. Reibach as delegate and the remaining Tribal Council members
as alternate(s) to NCAI, and instructing them to become individual mem
bers in good standing in NCAI for 20052006 in order to fulfill their respon
sibilities as Official Delegates to NCAI at their Annual, Executive Council,
Winter, and Mid-Year sessions. Motion carried 5-0-0.
Grand Ronde Pedestrian Safety ProjectLand Dedication. Wesley
"Buddy" West moved, Reyn Leno seconded to adopt Resolution No. 156-05:
1) authorizing the transfer of a portion of the AGZ property (as described on
Exhibit A) to Yamhill County as presented by Tribal Lands Department staff;
and 2) authorizing the Tribal Council Chairwoman, with the assistance of the
Tribal Attorney's office, to finalize and execute the required documents. Mo
tion carried 5-0-0.
Royalty Special Event Board Appointment. Reyn Leno moved, Jack
Giffen, Jr. seconded to adopt Resolution No. 157-05 appointing Valorie Sheker
Robertson to serve on the Royalty Special Event Board for a two-year term expir
ing on December 31, 2007. Motion carried 5-0-0.
Elders' Committee Appointments. Wesley "Buddy" West moved, Wink
Soderberg seconded to adopt Resolution No. 158-05 appointing the following
Elders to fill vacancies on the Elders' Committee: Jessie Brann to serve the re
mainder of Ruth Rickard's term expiring December 31, 2006; Val Grout to serve
the remainder of Ruby Bigoni's term expiring December 31, 2005; and Beryle
Contreras to serve the remainder of Arlene Beck's term expiring December 31,
2005. Motion carried 4-0-1. Jack Giffen, Jr. abstained.
Oregon Tribal Gaming Alliance Appointments. Jack Giffen, Jr. moved,
Wesley "Buddy" West seconded to adopt Resolution No. 159-05 appointing Angie
Blackwell as the Tribal Council representative, and Chris Mercier as the alter
nate representative for the Tribe with Oregon Tribal Gaming Alliance. Motion
carried 4-0-1. Chris Mercier abstained.
Chemawa Station, LLC Board of Directors Appointment. Wesley
"Buddy" West moved, Wink Soderberg seconded to adopt Resolution No. 160
05 appointing Jack Giffen, Jr. to serve on the Chemawa Station LLC Board of
Directors, to fill a vacancy created by Reyn Leno's resignation. Motion car
ried 4-0-1. Jack Giffen, Jr. abstained.
Spirit Mountain Logistics LLC Manager Appointment. Reyn Leno
moved, Jack Giffen, Jr. seconded to adopt Resolution No. 161-05 appointing
Chris Leno as Manager of Spirit Mountain Logistics, LLC to replace Cliff Adams.
Motion carried 5-0-0.
Round Valley LLC Interim General Manager Appointment. Wesley
"Buddy" West moved, Wink Soderberg seconded to adopt Resolution No. 162
05 appointing Chris Leno as Interim General Manager of Round Valley LLC to
replace Cliff Adams. Motion carried 5-0-0.
Tribal Youth Program Funding Cooperative Agreement. Jack Giffen,
Jr. moved, Wesley "Buddy" West seconded to adopt Resolution No. 163-05: 1)
authorizing entering into a cooperative agreement with the Department of Jus
tice, Office of Justice Programs, Office of Juvenile Justice and Delinquency Pre-
REMINDERS

The Confederated Tribes of Siletz Indians is celebrating the 28th anniversary of
Restoration on Saturday, November 19, 2005. The celebration will be held at Chi
nook Winds Casino & Convention Center in Lincoln City, Oregon beginning at 1 1
a.m. Several members of council plan to attend.
UPCOMING EVENTS IN GRAND RONDE
Grand Ronde Restoration Celebration is scheduled for Sunday, November 20,
2005. Meal schedule to be served from 12 p.m. to 2 p.m. at Spirit Mountain Ca
sino in the Bingo Hall with Grand Entry to follow at 3 p.m. For more informa

ADDITIONAL ANNOUNCEMENTS
Natural Resources Manager Pete Wakeland advised that there are no plans
to relocate Elk from the reservation lands. The Bureau of Land Management is
considering relocating elk grazing in the Mount St. Helens area.
OTHER BUSINESS
0 Wesley "Buddy" West moved, Jack Giffen, Jr. seconded to approve out-of-state
travel for Gene LaBonte and Marshall "Tall Eagle" Serna, members of the Vet
erans Special Event Board to travel to the National Congress of American Indi
ans Annual Convention in Tulsa, Oklahoma. Discussion followed. Motion
carried.5-0-0.
Wesley "Buddy" West moved, Reyn Leno seconded to adopt Resolution
No. 166-05 authorizing the transfer of funds totaling $286,000 from contin
gency funds for additional costs of construction for the Grand Ronde Elder
Treatment Facility Project, and that this resolution shall remain in full force
and effect until the project has reached completion. Motion carried 4-1-0.
Chris Mercier voted no.
Val Grout 268: Announced that the Confederated Tribes of the Coos, Lower
Umpqua, and Siuslaw Indians have regained some of their restored land. She
asked if council would consider sending a gift in recognition of the event. Asked
whether the Wilma Mankiller event hosted by the University of Oregon is open
to the public and if Tribal Elders' could attend. Councilwoman Kennedy stated
the event is open to the public. The Elders need only to approve the travel, if
funds are available in their budget. Commented on the article in the Sheridan
Sun dated October 1 1, 2005, titled "School district 'loses'$3 million in Tribal land"
and an editorial by George Robertson, owner, titled "Bond vote is an uphill battle."
Council member West advised a response is being prepared by the Tribe's Public
Affairs Director, Siobahn Taylor. Council Secretary Mercier inquired whether
any one present was contacted for comments on the articleeditorial. No response
was given. Asked council to approve Elders travel to Affiliated Tribes of North
west Indians andor National Congress of American Indian conferences. Coun
cilwoman Kennedy encouraged attendance when funds available in the Elder's
budget to cover travel arrangementsexpenses. The Elder's Committee may wish
to add funds to their proposed 2006 calendar budget. Encouraged the family that
has signs posted on their property located on Highway 18 to remove them.
5:40 p.m. Jan D. Reibach moved, Angie Blackwell seconded to adjourn the
meeting. Motion Carried.
