hunting and fishing rights.

"Hunting and fishing is like the
air you breathe," said Tribal Elder
Marvin Kimsey.
The right to hunt and fish in all
the usual and customary places
have always been
assumed to be a
part of Indian life,
said Kimsey,
though the issue
had never been
legislated until
the Tribe signed a
Consent Decree
with the state of
Oregon and the
federal govern
ment in 1986.
The Consent
Decree was part of
the larger process
of Restoration
that in turn in
cluded a Reservation Plan. The
Reservation Plan would return to
the Tribe less than 10,000 acres of
a land base that in the 1850s had
started with some 60,000 acres sur
rounding and including Grand
Ronde.
But when the state insisted on
resolving the hunting and fishing
issue along with the effort to secure
a land base for the Tribe, it was a
