5:03 p.m. Meeting was called to order by Tribal Council Vice-Chair, Reyn
Leno. A quorum was present.
Present was Angie Blackwell, Jack GifTen, Jr., Reyn Leno, Chris Mercier, Jan
D. Reibach, Valorie Sheker-Robertson, J une Sell-Sherer and Wesley "Buddy" West
Excused was Cheryle Kennedy (travel status).
Invocation was done by Jan D. Reibach.
PREVIOUS MINUTES APPROVEAMEND
Valorie Sheker-Robertson moved, Reyn Leno seconded to approve the July 6, 2005,
Tribal Council regular meeting minutes as presented. Motion carried 6-0-1.
Jan D. Reibach abstained.
NEW BUSINESS
LEGISLATIVE ACTION COMMITTEE
Cosper Creek Logging Unit Timber Sale. Jack GifTen, Jr. moved, June
Sell-Sherer seconded to adopt Resolution No. 108-05 approving the sale of tim
ber on the Cosper Cross Logging Unit. The proposed sale of timber contains ap
proximately 53.7 acres to be clearcut harvested from three cutting blocks. Timber
volume to be harvested is approximately 1889 MBF of Douglas-fir and Other Coni
fers and 15 MBF of Red Alder and Other Hardwoods. The minimum bid rates set
for this sale are$466.37MBF for Douglas-fir and Other Conifer Sawlogs, $65.02
MFB for All Species Wood Logs and Other Wood Products, and $7,213.05 total
price for Red Alder and Other Hardwood Sawlogs. Discussion followed. Motion
carried 7-0-0.
Land Acquisition Andy Riggs Road Parcel. Valorie Sheker-Robertson
moved, Jack Giffen, Jr. seconded to adopt Resolution No. 109-05: 1) approving
an agreement for the purchase of real property known as the Andy Riggs Road
Parcel, as presented by Tribal Lands Department staff; 2) authorizing the use of
funds from the 2005 Contingency Budget for such purchase; and 3) authorizing
the Tribal Council Chairwoman to execute any documents necessary to complete
transfer of the property. Discussion followed. Motion carried 7-0-0.
Round Valley LLC Interim Manager Appointment. June Sell-Sherer
moved, Jan D. Reibach seconded to adopt Resolution No. 110-05 authorizing
the appointment of Cliff Adams as Interim Manager of Round Valley LLC. Motion
carried 7-0-0.
Land Acquisition Mercier Road Property. Jack Giffen, Jr. moved, Angie
Blackwell seconded to adopt Resolution No. 1 1 1-05: 1 ) approving an agree
ment fd the purchase of real property known as the Hubert Mercier Road Prop
;rty as presented by Tribal Lands Department staff; 2) authorizing the use of
funds from the 2005 Land Acquisition Contingency budget for such purchase; 3)
authorizing the Lands Manager or General Manager, with the assistance of the
Tribal Attorney, to finalize and execute said agreement; and 4) authorizing the
Tribal Council Chairwoman to execute any documents necessary to complete
transfer of the property. Motion carried 7-0-0.
Lewis & Clark Tribal Involvement Grant Application. June Sell-Sherer
moved, Valorie Sheker-Robertson seconded to adopt Resolution No. 1 12-05: ap
proving the following actions: 1) application to the National Council of the Lewis
& Clark Bicentennial for a $10,000 Tribal Involvement Grant; 2) commitment
of $10,100 in in-kind matching funds including $5,277 of in-kind staff time, $1,280
of volunteer time, $600 of meeting space in-kind rental value, and $2,943 of bas
ketry supplies: 3) payment of a combined total of $5,651 in indirect cost for the
2005 and 2006 Tribal Contingency budgets: and 4) authorizing the Tribal Coun
cil Chairwoman to sign the application and related documents necessary for this
available funding. Motion carried 7-0-0.
Tribal Credit Card Issued for Jake McKnight. Jan D. Reibach moved,
Wesley "Buddy" West seconded to adopt Resolution No. 1 13-05: authorizing
Jake McKnight, Engine Boss on Wildland Fires, the usage of a Tribal credit card
in the performance of his duties on wildland fires and other emergency incident
management needs only. An Engine Boss is responsible for hotel, food, engine
maintenance and gasoline purchases. Expenses are reimbursed by the Bureau
of Indian Affairs. Motion carried 7-0-0.
ANNOUNCEMENTS
USDA Forest Service Willamette National Forest Obsidian Cliffs cultural field
trip is scheduled for August 23-25, 2005. Reyn Leno, Chria Mercier and June
Sell-Sherer are planning to attend.
Rosebud Sioux Tribe's 129th Annual Rosebud Fair & Wacipi in Honor of Na
tive Nations is scheduled for August 26-28, 2005, at the Rosebud Fairgrounds,
Rosebud, South Dakota. Cheryle Kennedy, Reyn Leno and Valorie
Robertson are planning to attend,
Affiliated Tribes of Northwest Indians 52nd Annual Conference and Elections
is scheduled for September 19-22, 2005, in Worley, Idaho. Registration and room
arrangements need to be made. Jack Giffen, Jr., Jan D. Reibach and
Wesley "Buddy" West are planning to attend.
National Congress of American Indians 62nd Annual Conference and Elections
is scheduled for October 30 through November 04, 2005, in Tulsa, Oklahoma.
Registration, airline, and room arrangements need to be made. Jack Giffen,
Jr., Jan D. Reibach and Wesley "Buddy" West are planning to attend.
NOTICES
Members of Tribal Council are extended an invitation from SOLV to attend
their Annual Appreciation BBQ on Saturday, August 20, 2005, from 4 to 9 p.m.
at the home of Jan and Jack McGowan.

No. 1 1 4-05 approving the enrollment of in
fant number 5496 for Tribal membership,
because, based on the investigation and rec
ommendation of the Enrollment staff, the
infant has been found to meet the eligibil
ity requirements for enrollment as defined
in the Enrollment Ordinance and Tribal
Constitution. Motion carried 6-0-1.
June Sell-Sherer abstained.
A Tribal member stated the following:
1. She is having problems with Social Ser
vices due to a shut-off notice and pre
sented a letter from a doctor to Tribal
Council. 2. She is upset over the re-hire
of an employee at the casino. 3. She is
upset at paying out-of-pocket for health
care. 4. She thanked a Tribal Council
member and presented her with a gift
for bringing her family food. 5. She
asked Tribal Council to put Tribal
members back to work. 6. She asked
what the status is on the Veteran's
Pension.
A Tribal member stated: 1. He is
having problems getting his general
assistance check from Social Services.
2. He is concerned about the care of
his niece. Vice-Chairman Leno re
ferred him to the General Manager,
Cliff Adams for assistance.
BPA Utility Pole Relocation
Agreement. Tabled until the next
scheduled Tribal Council meeting.
A Tribal member asked the fol
lowing: 1. Will the Chemawa
project bring job opportunities to
Tribal members? General Manager
Adams responded that the project
will create job opportunities for
Tribal members once the project is under way. 2. When will the
Grand Ronde Road Widening Project start? Vice-Chairman Leno stated that it
has not yet been fully funded. Council member Chris Mercier stated the date
may be May 2006. 3. Is the Tribe still receiving free gravel from Hampton?
Natural Resources Manager Pete Wakeland stated that Hampton is happy to
donate rock to the Tribe. 4 Asked about a mistake in the past involving rock.
Pete Wakeland stated that it had no impact on the Tribe and there was no money
lost from the incident.
A Tribal member asked the following questions: 1. What is the status on an
audit involving federal grant monies? Tribal Attorney Rob Greene stated he would
need to be more specific as to the audit he was inquiring about and that in gen
eral, confidentiality issues would be involved. 2. What is the status of the
Veteran's disability program? General Manager Cliff Adams stated that Direc
tor of Operations, Chris Leno is working on the project and is not present to
report progress.
A Tribal member raised the following concerns: 1. She is upset that card locks
have not been installed in the clinic. Vice-Chairman Leno stated that a decision is
being made for the type of device to be used and General Manager Cliff Adams
stated that the vendor is being determined. 2. She is having problems contacting
the disability consultant who is under contract with Social Services. Social Ser
vices Manager Dave Fullerton stated that she only works 25 hours a week so please
check with receptionist or himself to leave a message for her.
A Tribal member stated the following: 1. To help ease the financial burden
of non-Tribal elderly spouses when a Tribal Elder passes on, it would be good to
allow at least six weeks of the Tribal Elder's pension to go to the spouse. 2. She
is concerned that our middle income Tribal members aren't getting the help they
need. She suggested giving them land to build homes on.
6 p.m. Angie Blackwell moved, Wesley "Buddy" West seconded to adjourn
the meeting. Motion Carried.
