5 p.m. Meeting was called to order by Tribal Council Chairwoman
Cheryle Kennedy. A quorum was present.
Present was Cheryle Kennedy, Chris Mercier, Valorie Sheker-Robertson,
Jan D. Reibach, June Sell-Sherer and Wesley "Buddy" West
Excused was Angie Blackwell, Jack GifTen, Jr. and Reyn Leno (travel
status).
Invocation was done by Jan D. Reibach.
PREVIOUS MINUTES APPROVEAMEND
Valorie Sheker-Robertson moved, Jan D. Reibach seconded to approve
the April 27, 2005, Tribal Council regular meeting minutes as presented.
Motion carried 5-0-0.
NEW BUSINESS
LEGISLATIVE ACTION COMMITTEE
O Culture Committee Out-of-State Travel. Valorie Sheker-Robertson
moved, Wesley "Buddy" West seconded to adopt a motion approving out-of-state
travel for Culture Committee member Pat Allen to attend Affili
ated Tribes of Northwest Indians Mid-Year Conference, May 16-19, 2005,
in Tacoma, Washington. Funding for the trip is available in the Commit
tee budget. Motion 5-0-0.
H Culture Committee Out-of-State Travel. June Sell-Sherer moved,
Valorie Sheker-Robertson seconded to adopt a motion approving out-of-state
travel for Culture Committee member David Lewis to attend the
national conference on Tribal Archiving, Libraries and Museums, May 24
27, 2005, in Mesa, Arizona. Funding for the trip is available in the Com
mittee budget. Motion 5-0-0.
D Fish & Wildlife Committee Out-of-State Travel. Wesley "Buddy"
West moved, Jan D. Reibach seconded to adopt a motion approving out-of-state
travel for Fish & Wildlife Committee members Joe Brisbois and
Harold Lyon to attend the Native American Fish and Wildlife Society
National Conference in Choctaw, Michigan. Motion 5-0-0.
Street Name. Valorie Sheker-Robertson moved, Chris Mercier seconded
to adopt Resolution No. 072-05 adopting the name of Otter Way for the
new street running north from Blacktail Drive between Hip Tilixam and
the new Elder Foster Housing project. A name for the new street is re
quired in order for street addresses to be assigned to structures on the road.
Motion 5-0-0.
B Street Name. Jan D. Reibach moved, Valorie Sheker-Robertson sec
onded to adopt Resolution No. 073-05 adopting the name of Raven Loop
for the new street running south for Tyee Road and west to Tilixam Circle
in Chxi Musam Ilihi. A name for the new street is required in order for
street addresses to be assigned to structures on the road. Motion 5-0-0.
B Running Bear Rock Quarry Recommendation for Funding. June
Sell-Sherer moved, Wesley "Buddy" West seconded to adopt Resolution
No. 074-05 approving 1) $92,700.00 to cover the cost of crushing rock; 2)
$18,400.00 to cover the cost of final site preparation; and 3) $20,700.00 to
cover the cost of rocking the haul road to the rock quarry. The total amount
of this request is $131, 800 and will be funded out of the Tribes' Land Ac
quisition budget. Costs are to be recovered from the commercial sale of
crushed rock. Motion 5-0-0.
B Compensation of Spirit Mountain Gaming Inc.'s General Man
ager. Wesley "Buddy" West moved, Valorie Sheker-Robertson seconded
to adopt Resolution No. 075-05 approving compensation for Randy
Dugger, General Manager of Spirit Mountain Gaming, Inc., as recom
mended by Spirit Mountain's Board of Directors. Motion 4-0-1. June
Sell-Sherer abstained.
B Election Board Out-of-State Travel. Jan D. Reibach moved, Chris
Mercier seconded to adopt a motion authorizing out-of-state travel for
Donna Casey and Claudia Leno, to attend the Community Meeting in
Tacoma, Washington, on May 15, 2005, to obtain voter registrations from
Tribal members. Motion 5-0-0.
OTHER BUSINESS
B Wesley "Buddy" West moved, Valorie Sheker-Robertson seconded to adopt
Resolution No. 076-05 approving the Confidentiality Agreement with
Lummi Nation related to properties located in Birch Bay and Custer, Wash
ington and authorizing the Chairwoman to execute the Confidentiality
Agreement. Motion 5-0-0.
B A Tribal Elder asked the following: a. Has the Tribe engaged a new
landscaping company, who cover Grand Meadows housing. Executive
Director for Grand Ronde Tribal Housing Authority Carina Kistler Ginter
identified that a new landscaping company has been engaged by the Tribe
and offered to review with the company the "common areas" in Grand
Meadows, b. Raised concerns over the accessibility of the restrooms at
the Tribal park. Tribal Engineer Eric Scott advised that a handicapped
accessible ramp is planned awaiting the construction only.
5:25 p.m. Wesley "Buddy" West moved, Jack Giffen, Jr. seconded to
adjourn the meeting. Motion carried.
Special Meeting
Friday, May 20, 2005
9:06 a.m. Meeting was called to order by Tribal Council Vice-Chairman,
Reyn Leno. A quorum was present.
Present was Angie Blackwell, Jack Giffen, Jr., Reyn Leno, Chris Mercier
and Wesley "Buddy" West.
Excused was Cheryle Kennedy, June Sell-Sherer, Jan D. Reibach and
Valorie Sheker-Robertson (all on personal leave).
Invocation was done by Wesley "Buddy" West.
Jack Giffen, Jr. was appointed Acting Tribal Council Secretary by con
sensus of Tribal council.
NEW BUSINESS
LEGISLATIVE ACTION COMMITTEE
B Tribe's participation in the Coalition for Oregon's Future. Wesley
"Buddy" West moved, Jack Giffen, Jr., seconded to adopt Resolution No.
077-05: 1) approving the Tribe's participation in the Coalition for Oregon's
Future (the "Coalition"); 2) authorizing the Tribal Council Chairwoman or
her designee to execute any documents necessary to join the coalition; and
3) authorizing Tribal Council Vice-Chair Reyn Leno and Tribal Council
member Angie Blackwell to serve as directors and officers of the coalition.
Motion carried 3-0-1. Angie Blackwell abstained.
B Funding for Campaign in Opposition of Off-Reservation Gaming.
Jack Giffen, Jr. moved, Wesley "Buddy" West seconded to adopt Resolu
tion No. 078-05: 1) approving transfers not to exceed $1,000,000 from Land
Acquisition Contingency budget to the Tribal Council Diversification Project
budget to fund the campaign opposing off-reservation gaming in Oregon;
and 2) authorizing the Finance Officer to advance up to $1,000,000 from
the Tribal Council Diversification Project budget to the coalition for Oregon's
Future provided the Finance Officer gives prior notice to Tribal Council of
any advance over $1,000,000. Motion carried 4-0-0.
9: 10 a.m. Angie Blackwell moved, Wesley "Buddy" West seconded to
adjourn meeting. Motion carried.
Comedian, Television Star Brings Show To Casino
Everybody Loves Brad
Comedian Brad Garrett performed
before a sell out crowd on Friday,
June 1 0. Standing six feet eight
inches tall, Garrett hasn't always had
an easy time finding comedy gigs.
Garrett got his big break in 1996
when he landed the role of Robert
Barone, brother of Ray Barone, in the
hit series "Everybody Loves
Raymond" starring Ray Ramano.
Garrett has headlined with names
such as Frank Sinatra and The
Temptations in the past.
