These positions are designed and funded for the purpose of providing enhanced opportunities for youth and students. Youth Crew Member $7.75hour Monday-Friday, 8 a.m. - 4:30 p.m. Approximately 7 weeks, starting July 5, 2005 Duties: Work as a member of a seven-person summer youth work crew. Youth crew projects may include stream restorationenhance ment, trail and park maintenance, Native tree plantings, forest inven tory work or other natural resource and community projects. Qualifications: Must be 16-19 years of age. Must have the abil ity or experience to safely and properly use hand tools. Must be in good physical condition and be able to work in rugged outdoor terrain. Interest or experience in natural resources related work helpful. PROPOSED DEBT COLLECTION ORDINANCE The Tribal Council, in consultation with the Tribal Attorney's Of fice and Finance Department, has proposed a Debt Collection Ordi nance. The purpose of the Ordinance is to provide for the efficient repayment of debts to the Tribe so that Tribal programs and Tribal entities can continue to provide sufficient services to the Tribal mem bership. The Ordinance: establishes a Debtor list for each Tribal program or entity and provides that the director or executive of every Tribal program or entity shall forward to Finance Officer a list of Tribal mem bers currently indebted to such program or entity, including the amount of such indebtedness, on the first of each month B states that Finance Officer shall cause a notice to be sent out to each Tribal member on the Debtor Lists within 10 business days of receiving the Debtor Lists provides an opportunity for Administrative Review by Fi nance Officer delineates the Appeal Procedure and Tribal Court Action permitted if the debtor is not satisfied with the decision made by the Finance Officer offers Debtors the opportunity to request a Payment Plan and identifies the steps to be taken in the event payments are not kept current defines the responsibilities of Finance Officer with respect to processing amounts to be credited to each Debtor after funds are withheld from the Tribal Payments or payments are received pursuant to a Payment Plan ... identifies how payments shall be proportionally distributed and credited in the event of multiple debts exceeding the amount of the Tribal Payment provides for staged implementation in which the total amount withheld from a Debtor's share of the Gaming Per Capita Payment made in 2005 shall not exceed 50 percent of such Gaming Per Capita Payment requires each Tribal Entity to maintain a current list of those Tribal members having outstanding and delinquent debts which shall be available to other Tribal Entities upon request defines Sovereign Immunity of the Tribe provides counterclaim and severability provisions For a copy of the proposed Debt Collection Ordinance, please con tact the Tribal Attorney's Office at 503-879-2265.
