5:03 p.m. Meeting was called to order by Tribal Council Chairwoman Cheryle
Kennedy. A quorum was present.
Present was Angie Blackwell, Jack Giffen, Jr., Cheryle Kennedy, Reyn Leno,
Chris Mercier, Jan D. Reibach and Wesley "Buddy" West.
Excused was June Sell-Sherer (personal leave) and Valorie Sheker-Robertson
(travel status).
Invocation was done by Wesley "Buddy" West.
PREVIOUS MINUTES APPROVEAMEND
Reyn Leno moved, Jack Giflen Jr. seconded to approve the April 20, 2005 Tribal
Council regular meeting minutes as presented. Motion carried 6-0-0.
NEW BUSINESS
LEGISLATIVE ACTION COMMITTEE
State Tobacco Prevention & Education Grant Application. Angie
Blackwell moved, Chris Mercier seconded to adopt a Resolution No. 066-05
authorizing: 1) the Tribe's application for the State Tobacco Prevention and
Education Program, including the $26,432 allocated to Grand Ronde for the first
budget year; and 2) the Tribe's payment of the indirect costs on this grant from
the 2005 General Contingency; and 3) authorizing the Tribal Council Chairwoman
to sign all documents required for this application. Motion carried 6-0-0.
Mid-Willamette Valley Area Commission on Transportation Appoint
ment. Jack Giffen Jr. moved, Wesley "Buddy" West seconded to adopt Resolu
tion No. 067-05 appointing Chris Mercier to represent the Tribe by attending
meetings of the Mid-Willamette Valley Area Commission on Transportation.
Motion carried 5-0-1. Chris Mercier abstained.
2005 Member Benefit Distribution (Timber Revenue). Jack Giffen Jr.
moved, Chris Mercier seconded to adopt Resolution No. 068-05 authorizing a
CY-2005 Member Benefit (Timber Revenue) distribution in the amount of $800
per eligible Tribal member and establishing Monday, June 27, 2005 as the dis
tribution date. Discussion followed. Motion carried 6-0-0.
Election Administrator Selection. Angie Blackwell moved, Chris Mercier
seconded to adopt Resolution No. 069-05: 1) selecting Automated Election
Services to provide all technical support services for each of the Tribe's elections
through December 31, 2006; and 2) authorizing the Tribal Council Chairwoman
to negotiate, with the assistance of the Tribal Attorney's office, and sign a con
tract with Automated Election Services for such services. Discussion followed.
Motion carried 6-0-0.
Suspend Dis-enrollment Proceedings. Jack Giffen Jr. moved, Wesley
"Buddy" West seconded to adopt Resolution No. 070-05 directing Enrollment
Committee and staff to suspend the dis-enrollment proceedings on 35 members
who were enrolled in error pending the Tribal Council's further consideration of
issues surrounding Tribal enrollment. This direction is based on the Tribal
Council's desire to proceed cautiously due to the hardship on the members who
have been enrolled for a number of years and through an error of the Tribe. Dis
cussion followed. Motion carried 6-0-0.
Establishment of Enrollment Requirements Ad-Hoc Committee.
Wesley "Buddy" West moved, Jack Giffen Jr. seconded to adopt Resolution No.
071-05 establishing an enrollment requirements ad-hoc committee under the
General Committee and Special Event Board Ordinance to advise Tribal Council
on possible changes to the Tribe's enrollment requirements. Discussion followed.
Motion carried 6-0-0.
ANNOUNCEMENTS
The Confederated Tribes of Warm Springs extends an invitation to Tribal
Council to join their 36 Annual Pi-Ume-Sha Celebrations and the Sesquicen
tennial, the 150th Anniversary of the Middle Oregon Treaty of 1855 beginning
Thursday, June 23, 2005. Additional information is available by contacting Doris
or Myrtle at 54 1-553-3258.
OTHER BUSINESS
A Tribal member commented on her son receiving a letter regarding dis-enrollment
and stated that it is not right to take away his Indian heritage. Chair
woman Kennedy stated that a resolution was just passed to suspend the dis-en-rollments.
The Tribal member stated that she appreciates the actions taken by
Tribal Council today. She thanked the Tribe for helping her with the passing of
her son last year.
5:23 p.m. Wesley "Buddy" West moved, Jack Giffen Jr. seconded to adjourn
the meeting. Motion Carried.
