Theodore H. "Ted" Darling
May 22, 1941 March 27, 2005
Ted Darling of Salem died on March 27. He was 63.
He was born in Haverill, N.H., and was raised in Vermont until age 13.
He moved to Salem with his family in 1957.
He was a Building Inspector and Plans Examiner for more than 35 years
with Marion and Polk counties, as well as for the Oregon State Building
Codes Division.
He was Building Official for Polk County and served as Building Inspec
tor for the Tribe for the past seven and a half years. He was responsible for
inspection of all projects, beginning with the Spirit Mountain Casino.
He married Sharon L. Hopkins on July 14, 1992.
He was an Army Veteran.
Survivors include his wife, Sharon L. Darling of Salem; daughter, Sheri
Schultz of Dallas; son, Robert of Salem; mother, Dorothy Darling of Dal
las; brother, Phillip Darling of McMinnville; sister, Candia Elliot of Albu
querque, N.M.; granddaughter, Kaitlyn Schultz of Dallas; three stepchil
dren; and six step-grandchildren.
A celebration of life was held April 5 at Keizer Elks Lodge.
Contributions may be made to the American Cancer Society or Willamette
Valley Hospice.
Bruce Delbert Parazoo
August 12, 1940- April 6, 2005
Tribal Elder Bruce Parazoo passed away of natural causes on Wednes
day, April 6, 2005, in Grand Ronde. He was 64.
He was born Aug. 12, 1940 on the Klamath Agency. He was raised in
Chiloquin and Klamath Falls. He served in the Marine Corps from 1959
to 1963.
He married on December 22, 1984, in Cottage Grove. He worked as a
lumber grader for Bohemia-Willamette Industries in Saginaw before
moving to Grand Ronde in 1998 to take a dealer job at the Spirit Moun
tain Casino.
He enjoyed hunting and fishing. He also enjoyed bowling, and partici
pated in tournaments around the state.
In addition to his wife, Roberta J., he is survived by a son, James
Barlow of McMinnville, and three sisters, Claudette Parazoo of Grand
Ronde, Mary Pariseau of Tangent and Sharon Wiggs of San Francisco,
California.

Birthday Boy Tribal Elder Dean Mercier celebrated his 75th Birthday on
Saturday, April 16. Mercier was actually born on April 18, 1930. About 20 people
attended his celebration that was held at his residence in Grand Ronde. Mercier
was a Tribal Council member through the 1980s.
Veterans' Memorial Fundraiser
There will be a Veterans' Memorial fundraiser on Friday, May 6 at the VFW
Hall in Willamina. Spaghetti dinner starts at 6 p.m. and auction starts at 7
p.m. Donations will be appreciated. We need more Tribal Veterans to come to
the meetings the first Tuesday of each month at 6 p.m. at the Veterans' Modu

PROPOSED TRIBAL COUNCIL ORDINANCE AMENDMENTS
The Tribal Council, in consultation with the Tribal Attorney's Of
fice, has proposed amendments to the Tribal Council Ordinance. The
first reading of the proposed amendments was conducted at the March
2, 2005, Tribal Council Meeting.
The proposed amendments (1) add a new section setting forth Tribal
Council ethics policies and procedures including standards of conduct,
drug testing, filing of complaint for violation of such policies, ap
pointment of hearings officer by the Chief Judge of the Tribal Court,
investigation and determination of hearings officer, appropriate sanc
tions for violations, and appeal to Tribal Court; (2) deletes the provi
sion authorizing reprimand of council members; and (3) makes other
technical amendments. The proposed amendments include three pos
sible alternatives for when a council member is considered to be rep
resenting the Tribe.

Grand Ronde Low Income Home
Energy Assistance Program
The Grand Ronde Tribe has obtained a LIHEAP grant
to assist income eligible Tribal members with energy
payments, energy emergencies and weatherization.
This Low-Income Home Energy Assistance Pro
gram (LIHEAP) is an annual grant from the Di
vision of Energy Assistance within the U.S. De
partment of Health and Human Services.
Four Tribes in Oregon operate this program
and must serve all income eligible Indians
on their Reservation or trust lands. Outside
of these lands, but within the Tribes service
area, Tribes can only serve households with
adult members of their own Tribe. For
LIHEAP, the Grand Ronde Tribes service
area is the Tribe's typical six-county service
area (Polk, Yamhill, Marion, Multnomah,
Washington and Tillamook counties) plus
Clackamas County. Tribal members in these counties must contact Grand
Ronde to receive assistance, instead not the community action agency in
their area. The Tribal program will allow more Tribal members to be
assisted than would otherwise be possible.
There has been a great need for energy assistance especially for weath
erization. For income eligible households the program can provide energy
assistance (utility bills, fire wood, etc.), crisis energy assistance and weath
erization (e.g. furnace repair).
