Carl Dee Jeffers September 27, 1926 March 10, 2005 Tribal Elder Carl Dee Jeffers was born September 27, 1926 in a hops field just outside Independence, Oregon where his parents, Melvin Ivan Jeffers and Edna May Michael Jeffers, were working. He grew up in Wolf Creek, Oregon and served in the Army from 1945-46. In 1947 he married Marion Totman in Eugene. They later divorced. He married Carol Thornton December 13, 1958 in Reno and went to Oregon Technical Institute in Klamath Falls to become an electrician. Mr. Jeffers enjoyed hunting, fishing and especially raising and spoil ing his great-granddaughters. He was a devoted member of the Eugene Eagles Arie 275 for over 35 years and served as area trustee for one year. He was a member of Springfield Elks Lodge 2145. Carl Dee Jeffers passed away on March 10, 2005. He will be greatly missed. He is survived by his loving wife, Carol and children Carl Dwayne Jeffers, Charlene Lee Hoover, Melvin Richard Jeffers and David Allen Jeffers. He also has two brothers, Ivan and Dale Jeffers; sisters Rosalie Teem, Hazel Adams and fifteen treasured great-grandchildren. He was proceeded in death by one sister, Lucille. Michael Harris "Standing Elk" Reibach March 30, 1949 April 3, 2005 Michael Reibach passed away at home Sunday, April 3, 2005, of natural causes. He was 56. Born in Portland, on March 30, 1949, he was the son of Harris Jerome and Valoris Marie (Ventress) Reibach. He helped to build Bonneville Dam and to fight forest fires with the Tribal crew. Known as a peacemaker, he later became a minister and counselor. In addition to running Spirit House, a homeless shelter in Grand Ronde, he maintained an open door policy for anyone in need, par ticularly youth. He was honored by the Department of Justice for outstanding work in drug and alcohol counseling. He had traveled to New York and Texas and come back with many stories to share with his family. He spoke Chinook Wawa, the Native tongue of his heritage. He loved to sing and play the guitar and drums for his extended family of his nieces and nephews, three of whom were namesakes: Jan Michael Reibach, Harris Mark Reibach and Anthony Michael Sabin. He also enjoyed the company of his close friend and beloved cousin, Tom Bean. Mr. Reibach is survived by a brother, Jan D. Reibach of Willamina, and a sister, Vicki P. Long of Portland. PROPOSED TRIBAL COUNCIL ORDINANCE AMENDMENTS The Tribal Council, in consultation with the Tribal Attorney's Of fice, has proposed amendments to the Tribal Council Ordinance. The first reading of the proposed amendments was conducted at the March 2, 2005, Tribal Council Meeting. ' The proposed amendments (1) add a new section setting forth Tribal Council ethics policies and procedures including standards of conduct, drug testing, filing of complaint for violation of such policies, ap pointment of hearings officer by the Chief Judge of the Tribal Court, investigation and determination of hearings officer, appropriate sanc tions for violations, and appeal to Tribal Court; (2) deletes the provi sion authorizing reprimand of council members; and (3) makes other technical amendments. The proposed amendments include three pos sible alternatives for when a council member is considered to be rep resenting the Tribe. Photos by Toby McClary )nvtil?tS!? i Cifiifl &fn& 1ViiP SritilftFfi Grand Ronde Low Income Home Energy Assistance Program The Grand Ronde Tribe has obtained a LIHEAP grant to assist income eligible Tribal members with energy pay ments, energy emergencies and weatherization. This Low- Income Home Energy Assistance Program (LIHEAP) is an annual grant from the Division of Energy As sistance within the U.S. Department of Health and Human Services. Four Tribes in Oregon oper ate this program and must serve all income eli gible Indians on their Reservation or trust lands. Outside of these lands, but within the Tribes service area, Tribes can only serve households with adult members of their own Tribe. For LIHEAP, the Grand Ronde Tribes service area is the Tribe's typical six-county service area (Polk, Yamhill, Marion, Multnomah, Washing ton and Tillamook counties) plus Clackamas County. Tribal members in these counties must contact Grand Ronde to receive assistance, instead not the community action agency in their area. The Tribal program will allow more Tribal members to be assisted than would otherwise be possible. There has been a great need for energy assistance especially for weatheriza tion. For income eligible households the program can provide energy assistance (utility bills, fire wood, etc.), crisis energy assistance and weatherization (e.g. furnace repair).
