man, Reyn Leno. A quorum was present.
Present was Jack Giffen, Jr., Reyn Leno, Angie Blackwell, Chris Mercier,
Valorie Sheker-Robertson, June Sell-Sherer and Wesley "Buddy" West.
Excused was Cheryle Kennedy (travel) and Jan D. Reibach (travel).
Invocation was done by Tribal Elder Val Grout.
PREVIOUS MINUTES APPROVEAMEND
Chris Mercier moved, Wesley "Buddy" West seconded to approve the
September 15, 2004, Tribal Council regular meeting minutes as presented.
Motion carried 5-0-1. Valorie Sheker-Robertson abstained.
Chris Mercier moved, Wesley "Buddy" West seconded to approve the
September 22, 2004, Tribal Council regular meeting minutes as presented.
Motion carried 3-0-3. Jack Giffen, Jr., Valorie Sheker-Robertson,
and June Sell-Sherer abstained.
NEW BUSINESS
LEGISLATIVE ACTION COMMITTEE
B NCAI DelegateAlternate and Tribal Membership Dues. June
Sell-Sherer moved, Valorie Sheker-Robertson seconded to adopt Resolu
tion No. 139-04: 1) authorizing payment of $5,000 to cover Tribal mem
bership dues and 2) appointing Jan D. Reibach as NCAI Delegate and
Jack Giffen, Jr. as NCAI Alternate Delegate, instructing them to become
members in good standing with NCAI in order to fulfill their responsibili
ties as official delegates to NCAI and each will continue in this capacity
for a period of one year from date of the appointment. Motion carried 5-0-1.
Jack Giffen, Jr. abstained.
B Social Service Block Grant Agreement Amendment 1 10518 Ap
proval. Jack Giffen, Jr. moved, Angie Blackwell seconded to adopt Reso
lution No. 140-04: 1) approving Amendment 110518 to the Social Ser
vice Block Grant (SSBG) Agreement between the Tribe and the State of
Oregon, and 2) authorizing the Tribal Council Chairwoman and the Gen
eral Manager, with the assistance of the Tribal Attorney, to finalize and
execute said Amendment. Motion carried 6-0-0.
B Release Contingency Funding and Transfer to Down Payment
Assistance Grants. June Sell-Sherer moved, Jack Giffen, Jr. seconded
to adopt Resolution No. 141-04 authorizing the release of contingency
funds in the amount of $100,000 for Down Payment Assistance direct
grants to Tribal members. Discussion followed. Motion carried 6-0-0.
B Elders' Committee Appointment. Valorie Sheker-Robertson moved,
Jack Giffen, Jr. seconded to adopt Resolution No. 142-04 appointing
Clarice Ellison to complete the vacant position on the Elders' Committee,
with the term expiring December 31, 2005. Motion carried 6-0-0.
B Enrollment New Members. Angie Blackwell moved, Jack Giffen,
Jr. seconded to adopt Resolution No. 143-04 approving the Tribal mem
bership of individuals numbered 5425 through 5429, because, based
on the recommendation of the Enrollment Committee, the individuals meet
the requirements of the Constitution and the Enrollment Ordinance.
Discussion followed. Motion carried 6-0-0.
B Enrollment Infant Determination. Valorie Sheker-Robertson
moved, Wesley "Buddy" West seconded to adopt Resolution No. 144-04
approving three (3) minors numbered 5422 through 5424 for Tribal
membership, because, based on the investigation and recommendation of
the Enrollment staff, the minors have been found to meet the eligibility
requirements for enrollment as defined in the Enrollment Ordinance and
Tribal Constitution. Discussion followed. Motion carried 5-0-1. Angie
Blackwell abstained.
B Compensation of SMGI's Marketing Director. Jack Giffen, Jr.
moved, Chris Mercier seconded to adopt Resolution No. 145-04 approv
ing the compensation recommended by Spirit Mountain Gaming, Inc.'s
(SMGI) Board of Directors for Sharon Farrell as Marketing Director.
Motion carried 6-0-0.

tion No. 146-04 appointing Camille Mercier, Spirit Mountain Casino's Human
Resources Director, to fill the Primary Management Official (PMO) vacancy on
the Spirit Mountain Community Fund Board of Trustees, with term expiring
September 30, 2005. Motion carried 7-0-0.

Jan D. Reibach moved, Reynold L. Leno seconded to adopt Resolution No.
147-04 appointing Angie Blackwell to fill the vacancy from Tribal Council on the
Spirit Mountain Community Fund Board of Trustees, with term expiring Sep
tember 30, 2005. Discussion followed. Motion carried 6-0-1. Angie Blackwell
abstained. ,
B 2004 Gaming Per Capita Payment Date Declaration. Angie Blackwell
moved, Reyn Leno seconded to adopt Resolution No. 148-04 declaring Decem
ber 10, 2004, as the Payment Date for purposes of the 2004 Per Capita Distribu
tion and directing the Finance Office, in accordance with Revenue Allocation
Plan, to make the Per Capita Payment for 2004 on or before the Payment Date.
Discussion followed. Motion carried 7-0-0.
2004 Education Scholarship Selection Approval. Valorie Sheker
Robertson moved, Wesley "Buddy" West seconded to approve a motion authoriz
ing the 2004 2005 Education Scholarships selections as recommended by the
Tribal Education Committee. Motion carried 7-0-0.
B Enrollment Infant Determinations. Jack Giffen, Jr. moved, Jan D.
Reibach seconded to adopt Resolution 149-04 approving two (2) minors num
bered 5430 and 543 1 for Tribal membership, because, basd on the investiga
tion and recommendation of the Enrollment staff, the minors have been found to
meet the eligibility requirements for enrollment as defined in the Enrollment
Ordinance and Tribal Constitution. Motion carried 7-0-0.
Enrollment Emergency Determination. Wesley "Buddy" West moved,
Reyn Leno seconded to adopt Resolution No. 150-04 approving Tribal mem
bership for a minor numbered 5432, because, based on the investigation and
recommendation of the Enrollment staff, the minor meets the eligibility require
ments for enrollment as defined in the Enrollment Ordinance and Tribal Consti
tution and is eligible for emergency determination under Section (c)(2)(C) of the
Enrollment Ordinance. Motion carried 7-0-0.
ANNOUNCEMENTS
B Tribal Restoration dinner and pow-wow is scheduled for Sunday, November
21, 2004 in the Tribal Gymnasium and Community Center. Dinner to begin
around noon with Pow Wow to follow. Jackie Provost and Dakota Whitecloud
coordinators.
OTHER BUSINESS
B Jack Giffen, Jr. moved, Wesley "Buddy" West seconded to adopt Resolution
No. 151-04 appointing Angie Blackwell to the Chemawa Station, LLC Board of
Directors to fill the position vacated by Bob Haller. Motion carried 6-0-1.
Angie Blackwell abstained.
B A Tribal member asked whether additional low income housing is being planned.
The Executive Director for Grand Ronde Tribal Housing Authority, Carina Kistler
Ginter, announced the 36 units for families is being planned to be built over a 5
to 10 year range. Currently, GRTHA is moving forward on constructing Adult
Foster care units.
