2 OCTOBER 15, 2004 Smoke Signals Dear Tribal members, Over the years that I have worked for the Tribe, communication be tween the Tribal Council and the membership has been expressed many times as a concern. Now, in the position of Tribal Council Relations Coor dinator, communicating not only with the membership, but internal and external entities, is a high priority. Please understand that this is the first step in a series of communication techniques I will be exploring over the coming months; however, in order for this to work your assistance is also needed. My personal belief is that my position can be a valuable asset in provid ing a much needed link between the membership and the Tribal Council. One of the key issues in communication is being able to provide informa tion to the Tribal Council and respond to the membership in a timely man ner. This can be accomplished in various ways, such as e-mail, U.S. mail, phone calls, voice mail, etc. While some people are more comfortable mak ing a phone call or leaving a message, others are more comfortable writ ing a letter or sending an e-mail. With a letter or an e-mail, the response time is easier to measure. For example, if a letter or e-mail is received during the week, it would be reasonable expect a response within 10 to 12 working days. Because my schedule is so closely tied to the Tribal Council, I might not pick up a phone call or voice mail message immediately, and phone calls and voice messages are more difficult to track and document. I am writing asking for help, trying to find my biological family. My grandparents are of Native American ancestry and I'm very interested in learning more about my heritage and about my family. Currently I don't have any contacts to people in the community. As I am currently incarcer ated in the Snake River Correctional Institution in Ontario, Oregon. I have information-names and places of residence but I am trying to locate family and establish contact with them. I'm only 20 and I would like to meet real family members.
