Programs Available To
Grand Ronde Tribal Members
The Grand Ronde Tribal Housing Authority offers the following pro
grams to Grand Ronde Tribal members who meet all requirements for
participation. Contact the Housing Authority for additional informa
tion, requirements and applications.
MEDICAL ADAPTATION GRANT.
Amount: Up to $3,000
Use: Medically required improvements such as access ramps, grab
bars, or other minor adaptive alterations to a primary residence any
where in the continental United States.
Qualifications: Physician's referral is required.
HOME REPAIR GRANT.
Amount: Up to $10,000 ($5,000 for mobile home older than 1976)
Use: Basic health and safety repairs for a primary residence, lim
ited to roofs, wood damage, heating, plumbing, electrical, foundations
and weatherization.
Qualifications:
Tribal applicant must be the homeowner.
Property is located in the State of Oregon.
Income is within 120 percent of median income.
LIIIEAP WEATHERIZATION PROGRAM.
Amount: Up to $3,500
Use: Energy saving upgrades to home: heating system, insulation,
weatherization, ventilation.
Qualifications:
Property is located within the seven county service area (Yamhill,
Polk, Washington, Multnomah, Clackamas, Marion, Tillamook).
Income is within 60 percent of median income.
DOWNPAYMENT ASSISTANCE GRANT.
Amount: Up to $12,500
Use: Down payment assistance for purchase of a primary residence
anywhere in the continental United States.
Qualifications:
Annual household income above $15,000 per year.
Completion of a homebuyer education course for first time home
buyers.
Minimum applicant investment of $1,000 (with an additional $2,500
dollar for dollar match available when applicant invests personal funds).

Harold Blair
June 20, 1920 August 8, 2004
Tribal Elder Harold William Blair, 84, passed away at Willamette
Valley Medical Center in McMinnville.
He was born June 20, 1920 in Portland.
He married Jessie Rita Cunningham on December 31, 1940 in
Hoquiam, Washington.
He worked in the timber industry for many years.
Services were held at the Tribal Cemetery.
Etta Hansen
June 15, 1926 August 11, 2004
Tribal Elder Etta Ann Hansen passed away on August 11, 2004.
She was 78.
She was born June 15, 1926 in Sheridan, daughter of Stephen
Daniel Porter and Cecil Rosa Russell. She was raised and educated
in the Willamina-Sheridan area. She loved gardening and collect
ing porcelain birds.
She was preceded in death by two husbands. She married Richard
Younger on September 5, 1945. He passed away on January 15,
1956. She married Ralph D. Hansen on September 29, 1956. He
passed away on July 21, 1980.
Survivors include her companion of 23 years, Enoch Freels of
Willamina; a brother, Birl Porter of Portland; sister, Margie Knowlton;
children Cassandra Scott of Sheridan, Jessica (Jesse) Brann of Grand
Ronde, Cecilia Bissonette of Sheridan, Richard Younger of Layton
Utah, Stephanie Grim of Salem, Lewis Younger of Willamina,
Marietta (Mary) Leith of Sheridan, R. Edward (Ed) Hansen of Sa
lem, 18 grandchildren and many great-grandchildren.
Services were held at Green Crest Memorial Park with a reception
held at the Church of Jesus Christ of Latter-Day Saints.
