Present was Jack Giffen, Jr., Val Grout, Bob Haller, Cheryle Kennedy, Ed Larsen, Reyn Leno, Jan D. Reibach, Valorie Sheker-Robertson and June Sell-Sherer. Invocation was done by Jan D. Reibach. PREVIOUS MINUTES APPROVEAMEND Reyn Leno moved, Valorie Sheker-Robertson seconded to approve the February 18, 2004, Tribal Council regular meeting minutes as presented. Motion carried 8-0-0. LEGISLATIVE ACTION COMMITTEE D Northwest Indian Housing Association's Youth Scholarship Pro gram Donation. Jan D. Reibach moved, Reyn Leno seconded to adopt a motion authorizing the donation of $300 and forward those funds to the Northwest Indian Housing Association's Youth Scholarship fund. Mo tion carried 8-0-0. D Tribal Credit Card for Information Systems Department Man ager. Val Grout moved, June Sell-Sherer seconded to adopt Resolution No. 020-04 approving the use of a Tribal Credit card by the Information Systems Manager, to purchase hardware and software in those instances where Tribal Purchase Orders are not acceptable to the vendor. Motion carried 8-0-0. B Native American Grave Protection & Repatriation Grant Ap plication. Valorie Sheker-Robertson moved, Bob Haller seconded to adopt Resolution No. 021-04: 1) authorizing the Tribe's application to the Na tional Park Service Native American Graves Protection and Repatriation Act grant program for $64,816 in grant funding; 2) authorizing $27,781 of cash and in kind matching funds for such grant from the existing Cul tural Resources Departmental budget; 3) authorizing the allocation of $5,958 from Tribal funds to cover unpaid indirect as additional match on this grant; and 4) ratifying the Tribal Council Vice Chairman's signing of the National Park Service NAGPRA grant application and authorizing the Tribal Council Chairwoman to sign any other documents necessary for application, performance and completion of such grant. Motion car ried 8-0-0. B Historic Preservation Grant Application. June Sell-Sherer moved, Reyn Leno seconded to adopt Resolution No. 022-04: 1) authorizing the Tribe's application to the National Park Service Historic Preservation Fund Grant program for $40,000 in grant funding; 2) authorizing $21,663 of cash and in kind matching funds for such grant from the existing Cul tural Resources Department budget; 3) authorizing the allocation of Tribal funds to cover the $2,364 of unpaid indirect as additional match on this grant; and 4) authorizing the Tribal Council Chairwoman to sign the National Park Service Historic Preservation Fund grant application and other documents necessary for application, performance and completion of such grant. Motion carried 8-0-0. B Enrollment Ordinance Amendments. Val Grout moved, Ed Larsen seconded to adopt Resolution No. 023-04: 1) adopting the amendments to the Enrollment Ordinance, which include a) modifying the methods of establishing paternity, requiring genetic testing in most circumstances; b) clarifying that emergency enrollment is available to minors that are the subject of a Tribal Court proceeding as well as a state court proceeding; c) modifying the provision regarding the Enrollment Committee to make it consistent with the General Committee and Special Event Board Ordi nance; d) providing that Tribal members and applicants may review docu ments they filed with enrollment staff; e) allowing for the copying and return of certified true copies of documents; f) clarifying how incomplete applications are handled; g) providing for Council remand of applications to the Enrollment Committee; h) modifying the process for disenrollment to provide for a hearing before the Enrollment Committee; and i) provid ing that the amendments apply to applications and all other enrollment matters pending on the effective date of the amendments as well as future applicants and enrollment matters. Motion carried 6-2-0. Bob Haller and Valorie Sheker-Robertson voted no. B Enrollment Infant Determination Approvals. Jack Giffen, Jr. moved, Jan D. Reibach seconded to adopt Resolution No. 024-04 ap proving two (2) minors numbered 5390 and 5391 for Tribal membership, because, based on the investigation and recommendation of the Enroll ment staff, the minors have been found to meet the eligibility require ments for enrollment as defined in the Enrollment Ordinance and Tribal Constitution. Motion carried 8-0-0. B Enrollment New Members. Bob Haller moved, Ed Larsen seconded to adopt Resolution No. 025-04 approving the Tribal membership of individuals numbered 5378 through 5389 for Tribal membership, because, based on the recommendation of the Enrollment committee, the individu als meet the requirements of the Constitution and the Enrollment Ordi nance. Motion carried 8-0-0. B Fish & Wildlife Committee Member Appointments. Jan D. Reibach moved, Bob Haller seconded to adopt Resolution No. 026 04: 1) approving the re appointment of Lonnie Leno and Penny DeLoe for an additional term; 2) that if the incumbents decline re appointment, that the positions be left open in 2004, or until a time that the Committee makes further recommendations; and 3) that Tribal Council re-appoint Tim Holmes to fill the current vacant position on the Fish & Wildlife Com mittee. Motion carried 6-0-2. Val Grout and Reynold L. Leno ab stained. B Culture Committee Member Appointments. Valorie Sheker Robertson moved, Reyn Leno seconded to adopt Resolution No. 027-04 re-appointing Joseph Brisbois, Annabelle Ham and Don Day as full mem bers to the Culture Committee for two year terms, expiring on December 31, 2005, and Margaret Provost and Leon Tom as honorary members to the Culture Committee two year terms, expiring December 31, 2005. Motion carried 8-0-0. B Education Committee Member Appointments. Val Grout moved, Jack Giffen, Jr. seconded to adopt Resolution No. 028-04 re appointing Candy Robertson and Marie Schmidt as full members to the Education Committee for two year terms, expiring December 31, 2005. Motion carried 8-0-0. B Formation of Round Valley LLC. Jack Giffen, Jr. moved, ReynLeno seconded to adopt Resolution No. 034-04: 1) authorizing the General Manager to file the necessary documents with the state of Oregon form Round Valley LLC, for operating a construction and development busi ness; and 2) authorizing the Finance Officer to allocate an amount not to exceed $50,000 from the Tribe's economic development fund for use as the Tribe's initial capital contribution to Round Valley LLC. The Legacy of the Lewis & Clark Expedition in Indian Law" is scheduled for Thursday, May 06, 2004 at the World Forestry Center. Valorie Sheker-Robertson plans to attend. B Jan D. Reibach Council Member and delegate to NCAI encourages all to vote in the upcoming Presidential elections in November. Reductions in funding to the Bureau of Indian Affaires are being proposed by incum bent George W.
